Location:   Linthicum Heights, MD 

Clearance: Active Secret clearance required

Education: BA/BS plus 12-15 years relevant experience, or MA/MS and 8-10 years relevant experience, or PhD plus 6 years relevant experience (Degree:  MBA, Communications or related)

Salary Range: $140 - 150k

Outcomes:

The successful candidate is expected to accomplish the following outcomes during the first year in the position:

  • Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.

  • Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.

  • Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.

  • Establish foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals and objectives.

  • Master position tasks within 60 days and exceed requirements within 90 days.

  • Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.

  • Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.

Responsibilities:

The XE Strategic Communications Specialist supports the Department of Defense Cyber Crime Center (DC3) Enterprise Management and Resources (ER) Directorate providing strategic communications in support of DC3, enabling strategic, operational, and tactical communication efforts to enhance internal and external messaging and outreach. 

Per PWS section 2.9, Public Affairs, Communications, and Branding, the Senior Strategic Communications specialists responsibilities include but are not limited to:

  • Coordinates and execute marketing communication initiatives, including public relations, special events management, advertising, and brand awareness, while developing and maintaining communication standards across multiple channels such as periodicals, web services, publications, presentations, and digital platforms. 

  • Supports the development and distribution of news and informational content for internal and external audiences, produces and disseminates communications products and services in accordance with applicable service level agreements, and assists the DC3 Public Affairs Office in documenting strategic, operational, and tactical engagements within standard operating procedures to support operational efficiency and continuity of operations. 

  • Provides public affairs, communications, design, and branding support to enhance DC3’s internal and external messaging, media presence, stakeholder engagement, and event communications

  • Drafts communication strategies, preparing messaging products, coordinating media activities, and supporting executive briefings

  • Drafts talking points, producing graphics, assembling read-ahead, and coordinating with PAO personnel for consistency and approval

  • Assists in planning and executing special events, outreach activities, and brand-aligned communication campaigns

  • Prepares promotional materials, maintaining branding consistency, and documenting event outcome.

  • Manages contract-acquired web platforms, coordinating content updates, and ensuring compliance with messaging and security requirements.

  • Formats content, conducting quality checks, and preparing material for Government posting.

  • Designs, produces, and organizes visual materials (graphics, video, photographs) supporting DC3 communications.

  • Maintains a digital media library, tagging assets for retrieval, updating project status logs, and ensuring compliance with branding and Public Affairs Office (PAO) standards.

  • May serve as the XE Task Lead.

Qualifications:

The candidate must have the following qualifications:

  • BA/BS plus 12-15 years relevant experience, or MA/MS and 8-10 years relevant experience, or PhD plus 6 years relevant experience (Degree:  MBA, Communications or related)

  • Experience in Intelligence or Cyberspace communications, marketing, messaging, and engagement.

  • Experienced in applying Federal and/or DoW/DoD policies and procedures.

  • Excellent oral and written communications skills, organizational and interpersonal skills.

The following qualifications are desired:

  • Support of DoW, Intelligence Community (IC), and/or the Air Force (desired).

  • Knowledgeable and skilled in applying Generative SI (desired).

  • Experience in writing, speaking, and engagement coordination (desired).

  • Experience in marketing, website, social media, conference coordination (desired).

  • Knowledgeable and skilled in applying Generative AI.

Travel:Local travel and occasional long-distance travel outside a 50-mile radius may be required,< 10%.
