Program Manager, Scaled Regulatory Operations

The Product & Regulatory Operations org is a vital part of Meta's commitment to user and business safety on its platforms, delivering operations for emerging and critical priorities across Meta and Global Operations in close partnership with product/eng, legal, and cross-functional stakeholders. The Legal & Compliance team ensures Meta's compliance and facilitates readiness for key legal and regulatory requirements. These critical obligations impact financial matters, the developer ecosystem, intellectual property, privacy matters, and global emerging regulations. This group creates processes to mitigate risks through increasingly efficient, scalable operations and use of modern technology. As a Program Manager within our Legal & Compliance team, you will work with the workflow owner(s) to help set goals and priorities for core operational workflows, measuring the health and effectiveness of enforcement and legal/regulatory notice and takedown regimes, as well as taking ownership of core work responsibilities. You will contribute advice on the strategy for key program investments to increase efficiency and improve operational processes and maturity. You will help address new and emerging risks, and be responsible for critical legal request responses in a timely manner to mitigate regulatory risk.

Responsibilities

• Own workflow(s) and set goals and execute strategy for a core legal & compliance operational workflow(s), measuring effectiveness via metrics, tracking resourcing and capacity, and monitoring the overall health of the workflow
• Contribute in building out and strengthening operational processes and systems to deliver on efficient resolution, innovative risk mitigation, and operational health
• Project manage opportunities and identify challenges before they arise, predict roadblocks, strengthen cross-functional relationships, and support execution on plans, in collaboration with workflow owners/team members
• Work with workflow owners and team members on strategies for executing, measuring progress, and sharing results that enable the team to identify efficiency gains and improvements, while developing and partnering on upstream product-driven solutions at scale
• Ensure team members and/or stakeholder accountability when operational readiness milestones are at risk, while fostering professional, respectful relationships during high-stakes situations
• Support in driving effective, concise, and persuasive program communications, including root cause analysis, escalations coordination and communications to leadership, and business recommendations for broader stakeholder groups
• Understand Meta's strategic, legal, and compliance position and deliver outcomes that are aligned with our mission and recognized as strong within the industry

Minimum qualifications

• 10+ years of relevant experience working in consulting, strategy, operations, or equivalent program management experience or educational degree in project management, law, business, or operations - with particular focus on legal & compliance
• Effective critical thinking and experience leveraging data to anticipate and unblock problems and drive solutions
• Experience in the Legal, Public Policy, or Regulatory space (including operations, litigation, audit, control/safeguard management, etc.)
• Experience in handling complex and high-risk cases/escalations
• Proven time-management and organizational skills
• Experience working, partnering, and communicating with teams to develop and improve operational systems and tools
• Experience driving collaboration of cross-functional teams, coordinating and communicating effectively, including during high risk and urgent situations
• Experience resolving conflicts by finding win-win scenarios, identifying tradeoffs, and setting clear priorities
• Experience in managing risk and setting priorities Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
• Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
• Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
• Familiarity with global regulatory frameworks such as GDPR, DSA, or similar data protection and platform regulation regimes
• Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
• Experience working in a fast-changing regulatory environment requiring rapid operational adaptation and stakeholder alignment
• Experience building or improving process automation and tooling to support compliance operations at scale
• Experience working on data protection, content moderation, or platform accountability compliance programs at a technology company
• Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
• Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
