Under the direction of the Workforce Development Division Program Director, the Workforce Development Administrative Manager (0923 Manager II) oversees workforce services for public benefits participants and front‑end service delivery. The manager serves as the department’s primary administrator for the CalFRESH Employment and Training (CFET) program, ensuring compliance with Federal, State, and local regulations while advancing program integrity, access, and performance. The manager leads and participates in Citywide workforce strategic alignment initiatives, representing the department in multi‑Agency planning efforts, and working with internal teams and external partners to design coordinated service pathways that promote economic mobility and equity. The role also oversees key workforce initiatives, including the Public Service Trainee (PST) program and other workforce services, and directs development of reporting systems and performance monitoring tools to support operational decision‑making.
ESSENTIAL TASKS & DUTIES
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned
- Leads teams that provide front‑end employment services for participants required to engage in work activities as a condition of public benefits.
- Oversees Service Center lobby and clerical operations to ensure efficient service delivery, workflow management, and positive customer experience.
- Provides guidance and policy implementation for workforce services to ensure consistency, compliance, and equitable delivery.
- Manages the CFET program, including planning, implementation, operations, and interpreting State and Federal policies, including Able-Bodied Adult Without Dependents (ABAWD) requirements.
- Develops, implements, and manages the Public Service Trainee and Workfare programs by recruiting host agencies, supporting program deliverables, ensuring compliance with local, State, and Federal regulations, and coordinating with Human Resources and other partners to uphold program integrity.
- Directs the design, development, and maintenance of reports and analyses for program monitoring, operations, planning, evaluation, and decision‑making.
- Participates in Citywide workforce development planning with City departments, community partners, and labor representatives.
- Designs workforce pathways and ensures alignment with City economic and equity goals.
- Supports contract management for Workforce Development programs, including monitoring visits, vendor selection, contract compliance, and coordination with partners.
- Drafts written communications, including memos, proposals, plans, presentations, and related documents.
- Supervises staff in the review and interpretation of laws, regulations, and policy letters.
- Assists in developing and maintaining guidance materials.
- Participates in developing and coordinating program budgets, contracts, recruitment, and selection of staff.
- Coaches and trains staff, applying departmental and Citywide policies to address performance issues.
- Coordinates and participates in meetings and program activities with internal divisions and external Agencies to enhance service delivery.
1. Education:Possession of a baccalaureate degree from an accredited college or university
AND
2. Experience:Four (4) years of full-time professional experience in a public, nonprofit, or private sector setting leading Workforce Development or Welfare to Work programs.
Substitution for Education
Additional qualifying experience may be substituted for the required degree on a year-for-year basis. Thirty (30) semester units or forty-five (45) quarter units equal one (1) year.

DESIRABLE QUALIFICATIONS:
• In-depth knowledge of Welfare-to-Work services, programs, policies, and regulations
• Comprehensive knowledge of public Welfare-to-Work and related human services programs, including their operational structure and compliance standards.
• Knowledge of workforce development principles, strategies, partnerships, and service-delivery models supporting job readiness and employment outcomes.
• Knowledge of CalFRESH ABAWD requirements and other single adult work participation services, including experience implementing policy and ensuring participant engagement and compliance.
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

SELECTION PROCEDURES:

SUPPLEMENTAL QUESTIONNAIRE (WEIGHT: 100%)
Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application process. The Supplemental Questionnaire is designed to measure applicants’ relative competencies in job-related areas, identified as critical for successful performance. These may include but are not limited to: critical thinking, attention to detail, and technical knowledge in workforce development.
Candidates must obtain a passing score on the Supplemental Questionnaire in order to be placed on the eligible list for positions in this job Class.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be ofsix (6) months and may be extended with the approval of the Human Resources Director.
