Job Description
Groundswell isseeking a highly skilledWorkday TechnicalArchitectto provide technical delivery leadership for a complex Workday implementation supporting an Intelligence Community customer. This individual will oversee and coordinate the technical workstreams supporting the Workday deployment, ensuring technical activities, dependencies, and deliverablesremain aligned across the implementation.
The Workday Technical Lead will work closely with the Workday Delivery Lead, Solution Architect, Integration Lead, Data Conversion Lead, Security team, customer CIO organization, OEM technical teams, and other program stakeholders. This individual willmaintain visibility into the technical plans, milestones, and deliverables acrossconcurrent, related contracts toassess how dependencies, decisions, or delays mayimpactcontractexecution.
The ideal candidate will combine deep Workday technicalexpertise, enterprise technology experience, and strong technical leadership skills with the ability tooperate across multiple organizations and programs. This individual must be able to translate complex technical dependencies into clear impacts, risks, and decisions for both technical and program leadership.
Key Responsibilities
Technical Delivery Leadership
Provide technical leadership and oversight across Workday technical workstreams, including Integration, Data Conversion, Security, environments, testing, and other technical delivery activities.
Ensure technical workstreams have clearly defined requirements, dependencies, milestones, and interfaces with other implementation teams.
Coordinate technical plans, milestones, dependencies, and deliverables across technical workstreams to support successful Workday deployment.
Partner with the Solution Architect to ensure technical implementationremains aligned with the approved solution architecture and technical standards.
Partner with the Workday DeliveryLead to ensure technical activitiesremain aligned with the Workday Implementation Methodology and overall deployment schedule.
Lead cross-workstream technical discussions and drive resolution of issues that span multiple technical teams.
Ensure technical teams and subcontractor resourcesremain aligned with implementation priorities and technical standards.
Identify technical risks, issues, and dependencies and ensureappropriate mitigation, ownership, and escalation.
Customer CIO & Technical Stakeholder Engagement
Serve as a key technical interface with the customer's CIO organization and other enterprise technology stakeholders.
Build strong working relationships with customer architecture, infrastructure, cybersecurity, integration, data, and other technical organizations.
Coordinate technical requirements, decisions, dependencies, and readiness activities with customerstakeholders.
Translate Workday and implementation requirements into clear technical impacts and actions for customer technology teams.
Communicate technical risks, decisions, and dependencies clearly to both technical and non-technical stakeholders.
Concurrent Contract Technical Coordination
Maintain visibility intoATOtechnical plans, milestones, deliverables, dependencies, and decisions that may affectcontractexecution.
Understand the technical deliverables and responsibilities across bothprograms andidentify dependencies between the two efforts.
Coordinate withATOtechnical teams, vendor technical teams. and program leadership to understand progress andidentify potential impacts tocontracttechnical activities.
Assess the downstream impact ofATOdelays, changes, or technical decisions oncontractmilestones, workstreams, testing, and deployment readiness.
Work with the Workday Delivery Lead and Program Manager to communicate and manage technical dependencies that may affect overall program commitments.
Support development of mitigation and recovery strategies when external technical dependencies affectcontract execution.
Technical Governance & Readiness
Support technical design reviews, readiness reviews, and implementation checkpoints.
Ensure technical deliverables and implementation artifacts meet established quality, architecture, security, and customer requirements.
Coordinate technical dependencies associated with environments, access, security, interfaces, data, testing, and deployment.
Provide technical status, risks, dependencies, and readiness assessments to the Workday Delivery Lead and Program Manager.
Support technical planning for implementation milestones, testing cycles, cutover, deployment, and operational transition.
Required Qualifications
Bachelor's degree in Computer Science, Information Technology, Engineering, Information Systems, or a related field, or equivalent experience.
10+ years of experience supporting enterprise technology, ERP, HCM, or complex system implementations.
5+ years of relevant Workday implementation experience with significant technical delivery responsibilities.
Experience serving as a Technical Lead, Technical Architect, or comparable technical leadership role on multipleHCMimplementations and at least one Workday implementation.
Broad understanding of Workday technical architecture and implementation, including integrations, data conversion, security, environments, reporting, APIs, and deployment activities.
Demonstrated experience coordinating multiple technical workstreams within a large-scale enterprise implementation.
Experienceidentifying and managing complex technical dependencies across systems, teams, organizations, and implementation schedules.
Experience working with enterprise CIO, IT, architecture, infrastructure, and cybersecurity organizations.
Experience coordinating technical activities and dependencies with software vendors, OEMs, or other external technology partners.
Demonstrated ability to understand technical scope, milestones, deliverables, and dependencies across interconnected programs or projects.
Experience supporting technical planning, testing, deployment readiness, and production transition activities.
Demonstrated experience leading technical teams consisting of employees, consultants, and/or subcontractor resources.
Strong understanding of enterprise integration, data, security, and architecture principles.
Strong technical problem-solving, analytical, communication, and stakeholder management skills.
Ability to translate complex technical issues and dependencies into clear program impacts, risks, decisions, and recommended actions.
U.S. Citizenshiprequired per contract requirements.
Candidates must be eligible to obtain andmaintain the government security clearance and accessrequired for the role, up to and including Top Secret (TS) clearance with SCI access andCounter Intelligence (CI) polygraph. Employment is contingent upon the ability to obtain andmaintain the required clearance and access.
Preferred Qualifications
Current Workday technical certification(s).
Experience supporting Federal government, Department of Defense (DoD), and/or Intelligence Community (IC) Workday implementations.
Experience providing technical leadership for large-scale Workday HCM implementations involving multiple technical workstreams.
Experience working with customer CIO organizations in highly secure Federal environments.
Experience coordinating dependencies betweenconcurrent, relatedprograms.
Experience supporting implementations across multiple secure customer environments.
Familiarity with Federal enterprise architecture, interoperability, and cybersecurity requirements.
Experience supporting Risk Management Framework (RMF) and Authority to Operate (ATO) activities.
Familiarity with NIST security controls and Federal cybersecurity requirements.
Experience supporting complex implementation schedules with significant external technical dependencies.
Work Location & Travel Requirements
Must be local to the Washington, D.C. metropolitan area (or willing torelocate) and willing to work onsite within customer SCIF environments 3–4 days per week.
Approximately 5% travel within the Washington, D.C., Maryland, and Virginia (DMV) region isrequired.

The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to skill sets, experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable geographic differential associated with the location at which the position may be filled. At Groundswell, it is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is:
$159,000.00 - $254,872.00
