Under the direction of the Residential & Sales Team Leader, the Rental Income Specialist is responsible for handling the auditing and data entry regarding rental properties to establish gross rent multipliers and setting assessments for the income approach. This position is Covered as defined by The Board of Commissioners of the County of Allen Employee Handbook.
ESSENTIAL FUNCTIONS:

- Researches, collects, processes, and maintains market data regarding investment sales in Wayne Township to determine trends and provides expert testimony to the Property Tax Assessment Board of Appeals (PTABOA) annually.
- Assists with analysis of neighborhood rents and rental sale validations for use in annual ratio studies.
- Collects vital information as to the condition, use, and market value using a variety of methods including detailed home inspections, direct sales comparisons, rental documentation, professional estimations of cost-to-cure, professional appraisals, and any additional information the taxpayer may provide.
- Researches, analyzes, and troubleshoots Property Tax Assessment Board of Appeals (PTABOA) petitions and conducts field inspections to determine fairness and equity in rental property assessment appeals.
- Responsible for conducting preliminary hearings with taxpayers and/or tax representatives regarding rental property appeals and providing expert testimony to the PTABOA and Indiana Board of Tax Review (IBTR).
- Processes Correction of Error forms when values are changed subject to appeal.
- Enters data collected into the Computer Assisted Mass Appraisal (CAMA) software system to ensure property characteristics are accurate.
- Responsible for providing customer service to taxpayers by answering questions and concerns, explaining the assessment process, and scheduling field checks when there are assessment inaccuracy concerns.
- Works within the Residential team to complete rental requests of every rental parcel in Wayne Township within a four-year period as required for Cyclical Reassessment, collecting all information regarding the lease and rent and correcting any interior and exterior features of each parcel.
- Serves as first point of contact for landlords regarding their property and assessment within Wayne Township.
- Creates spreadsheets to track rental information of properties and the percent change from year to year on rental parcels.
- Performs all other duties as assigned, including overtime as required.
REQUIREMENTS:
- High School Diploma or GED with knowledge of the duties and responsibilities of Assessors in the State of Indiana including rules and regulations set forth by the State of Indiana and the Department of Local Government Finance (DLGF).
- Level III Indiana Assessor-Appraiser license, or obtain Level II license within 6 months of hire and obtain Level III one and a half (1.5) years after receiving Level II license.
- Bi-annual completion of continuing education to maintain Level II Indiana Assessor-Appraiser
- Valid Driver’s License required while operating county owned vehicles, to perform on-site inspections
- Strong computer skills with the ability to use Microsoft Office and other job related software including INcama, LOW, Cost Tables and GIS maps
- Knowledge of mandates by the State of Indiana and the Department of Local Government Finance (DLGF)
- Strong verbal and written communication skills

- Ability to use various office equipment including, but not limited to multi-line phone system, copier, fax, printer, digital camera, scanner, and calculator
- Experience with rental properties and management companies preferred
- Resident of Wayne Township preferred
DIFFICULTY OF WORK:
The Rental Income Specialist performs work that consists of complex, varied, non-standardized tasks requiring the application of numerous laws, rules, and regulations to ensure that procedures are consistently followed, and records concerning rental properties are accurate. Accuracy and timeliness must be maintained or property taxes for residents could be negatively affected.Errors in work are readily detected when work is reviewed after completion.
RESPONSIBILITY:
The Rental Income Specialist makes choices and decisions while performing detailed analysis on individual properties at the request of the property owner and while conducting preliminary hearings with taxpayers regarding tax assessment appeals. Work requires some analysis and judgment when verifying information and making final validation determinations.

The Rental Income Specialist maintains frequent communication with other County employees, realtors, tax representatives, individuals from other government agencies and taxpayers regarding information about valuations and assessments.

WORKING CONDITIONS:

The Rental Income Specialist performs work in a standard office setting and on-site inspections requiring some standing, walking, and frequent sitting. Some lifting up to twenty pounds, some bending, pushing and/or pulling loads, reaching overhead, kneeling and crawling are required. Frequent typing including proofreading, attention to detail, monitoring equipment, and performing detailed inspections is required. Some exposure to temperature extremes, noises, and noxious odors/fumes occur, and may result in exposure to hostile homeowners and/or pets.

LICENSING:
Level III Indiana Assessor-Appraiser license or obtain within one and a half (1.5) years of date of hire.
