REQUIRED MINIMUM QUALIFICATIONS

• Possess a Bachelor’s degree from an accredited college or university with a major in Computer Science, Information Systems, Business Administration, Engineering, or related field of study.
• Have had six (6) years of full-time work experience in information technology in one or a combination of the following: application implementation and configuration or application development in agile, scrum, and/or DevSecOps in hybrid delivery environments, which must include three (3) years of supervisory work experience leading technical teams.

ADDITIONAL DESIRABLE QUALIFICATIONS

• AWS Certified Developer – Associate.
• AWS Certified Solutions Architect – Associate.
• Professional Scrum Master Certification.
• Excellent verbal and written communication skills with the ability to communicate effectively with both technical and non-technical audiences.
• Considerable ability to exercise mature judgment and initiative in analyzing problems and recommending solutions.
• Considerable ability to establish and maintain effective working relationships with other IT employees and with representatives of user departments and municipalities.

• Strong understanding of application architecture, system integrations, security practices, and modern development frameworks.
• Considerable ability to work with a high degree of accuracy in reviewing and processing complex data.
• Knowledge of modern software development lifecycle (SDLC) practices, including Agile methodologies, DevSecOps principles, source control management, automated testing, release management, AI assisted development, and secure application development standards.
• Experience supporting enterprise applications and SaaS platforms, including application configuration, vendor coordination, systems integration, troubleshooting, upgrades, user support, and operational maintenance activities.
• Experience with enterprise application technologies and tools, including APIs, databases, cloud-hosted environments, identity and access management solutions, and DevSecOps platforms.
• Knowledge of application integration strategies and technologies, including REST APIs, web services, middleware solutions, ETL processes, and data exchange frameworks used to connect internally developed systems with external and third-party platforms to provide direction to technical staff.
• Experience establishing and enforcing software engineering standards, including coding practices, code review processes, branching strategies, deployment governance, and documentation requirements to ensure consistency and maintainability across development teams.
• Capable of leading teams through organizational and technology changes.
• Experience supervising software developers and other technical support staff who are responsible for the design, development, configuration, implementation, maintenance, and support of internally developed and enterprise SaaS applications.
• Ability to provide technical leadership and strategic direction for application development and support initiatives, including aligning with enterprise application teams along with organizational goals, cybersecurity standards, operational requirements, and business needs.

SUPERVISION EXERCISED

• Functions as a supervisor over a group of professional and technical employees. Instructs, assigns, schedules, checks work, and appraises performance. Participates in decisions to hire, discipline, discharge, and award pay increases and/or promotions.

ESSENTIAL JOB FUNCTIONS

• Conducts and/or leads highly complex analyses within county departments and local agencies to evaluate the feasibility, effectiveness, and cost-efficiency of application and technology solutions for operational needs and develops methodologies for implementing new systems and enhancing existing systems
• Leads transformative initiatives that impact multiple departments.
• Supervises the design, development, testing, and deployment of custom and commercial applications.
• Ensures best practices are followed in software development and integration, providing technical guidance to application developers, business analysts, and project managers.
• Documents application architecture, design, policies, and procedures.
• Ensures that applications meet business requirements, systems goals, security standards, and end-user needs.
• Coordinates ongoing maintenance activities, including troubleshooting, updates, patches, and issue resolution.
• Collaborates with Project Managers to lead and manage application projects from inception to completion, providing oversight to multiple concurrent large-scale projects and enterprise-wide implementations.
• Monitors project timelines, budgets, resources; adjusts team workloads as needed to ensure successful delivery.
• Ensures timely delivery of projects, adhering to quality standards and within budget constraints.
• Participates in evaluating, selecting, and integrating software products and vendors, including leading RFP development for enterprise-wide or multi-department procurements.
• Processes contract renewals as necessary. Maintains vendor relationships and manages escalations as necessary.
• Develops and monitors SLAs spanning multiple application platforms or departments.
• Collaborates with cyber security analysts to mitigate risks related to application usage and management.
• Implements and oversees security protocols for applications, ensuring data integrity and confidentiality.
• Collaborates with cross-functional teams including enterprise architecture and infrastructure services, to ensure alignment with organizational technical standards and direction, and assist with quality assurance, program logic, and technology alignment.
• Collaborates with Business Relationship Managers to understand department needs and translate them into functional requirements.
• Assists with setting and leading long-term application and technology strategies in alignment with organizational goals and objectives.
• Identifies opportunities for system enhancements, process improvements, and new applications that support organizational goals.
• Monitors industry trends and emerging technologies to inform decisions and team guidance.
• Champions innovation by evaluating and implementing emerging technologies to enhance operational efficiency and service delivery.
• Prepares and manages budgets related to application development, licensing, maintenance, and support across multiple departments or enterprise-wide solutions; monitors and optimizes related costs.
• Ensures the development and delivery of regular reporting on application portfolio performance, status, utilization, and improvement opportunities.
• Facilitates effective communication and collaboration within the team.
• Gathers feedback from users to guide continuous improvement efforts and drive enhancements.
• Ensures prompt resolution of end-user issues, inquiries, and service needs.
• Develops, maintains, and tests disaster recovery and continuity plans for critical applications to ensure continuity of application services in the event of system failures or other disruptions.
• Ensures compliance with industry regulations and organizational policies including HIPAA, PCI and CJIS.
• Supervises, mentors, and develops the application team, including conducting performance reviews and fostering professional growth.
  

ADDITIONAL DUTIES & RESPONSIBILITIES

• Responsible for planning, administering, and evaluating departmental training and educational programs to provide for the professional development of IT personnel.
• Responsibility for adherence to all departmental standards.
• Performs other duties as assigned. Complies with all policies and standards.
• Utilizes current countywide and/or department specific software to complete assignments.

• Work is performed in a typical office or centralized computer facility environment.
