Technical Business Analyst

The Opportunity:

CACI is seeking aBusiness Analyst / Technical Writer to support aDefense Health Agency (DHA) mission across multiple enterprise IT projects. This position will work closely with functional stakeholders, product owners, application teams, engineers, and service providers to translate business needs and application changes into clear, actionable requirements, technical documentation, and testing deliverables.

The ideal candidate brings a strong combination ofbusiness and systems analysis, requirements management, technical writing, Agile delivery, and System Integration Testing (SIT) experience. This role will support the full requirements lifecycle—from requirements elicitation and documentation through validation, testing, defect resolution, and customer readiness.

Responsibilities:

• Collaborate with business stakeholders, product owners, application teams, engineers, and service providers to gather, analyze, document, validate, and manage complex business and technical requirements.
• Translate business and operational needs into actionableuser stories, features, epics, acceptance criteria, functional requirements, and technical specifications for Agile engineering teams.
• Facilitate requirements discussions and help bridge communication between technical and non-technical stakeholders to ensure requirements are clearly understood and technically feasible.
• Maintain requirements traceability and ensure documentation remains current as requirements, application functionality, interfaces, and operational procedures evolve.
• Develop and maintainuser guides, process documentation, technical documentation, standard operating procedures, release documentation, and other customer-facing materials.
• Trace requirements and acceptance criteria to corresponding test cases and document how each requirement and acceptance criterion was validated.
• DevelopSystem Integration Testing (SIT) plans, scenarios, test cases, test data requirements, expected results, and validation criteria based on approved requirements and application changes.
• Execute SIT activities, document actual results and supporting evidence, identify and track defects, and coordinate defect resolution and retesting with technical teams.
• Analyze testing outcomes to identify requirements gaps, application issues, data discrepancies, and potential impacts to downstream systems or business processes.
• Prepare customer-facing SIT reports summarizing test scope, execution results, defects, open issues, risks, and readiness for customer validation.
• Participate in Agile ceremonies, including backlog refinement, sprint planning, reviews, demonstrations, and retrospectives, as required.
• Support continuous improvement of requirements, documentation, testing, and delivery processes across the program.

Qualifications:

• ActiveSecret security clearance.
• Bachelor’s degree inComputer Science, Information Systems, Business, Engineering, Data Analytics, or a related technical discipline.
• 5+ years of experience as a Technical Business Analyst, Systems Analyst, Technical Analyst, Business Systems Analyst, or similar role supporting enterprise IT initiatives.
• Experience supportingenterprise data platforms, data modernization, business intelligence, analytics, database-backed applications, or cloud-based data solutions.
• Demonstrated experience gathering, analyzing, documenting, validating, and managing complex business and technical requirements.
• Experience translating business requirements intouser stories, features, epics, acceptance criteria, functional requirements, and technical specifications for Agile delivery teams.
• Experience developing and executingSystem Integration Testing (SIT) plans, scenarios, test cases, and validation activities.
• Experience maintaining requirements-to-test traceability and documenting test results, defects, and supporting evidence.
• Strong understanding ofAgile software development methodologies and the software development lifecycle (SDLC).
• Experience working directly with software developers, data engineers, system engineers, testers, and other technical teams to deliver enterprise solutions.
• Working knowledge ofrelational databases, data structures, ETL/data integration pipelines, and database-backed applications.
• Strong technical writing skills with experience developing documentation for both technical and non-technical audiences.
• Excellent written, verbal, analytical, organizational, and interpersonal communication skills.
• Ability to communicate complex technical concepts clearly and effectively to customers, business stakeholders, and technical teams.

Desired Qualifications:

• Strong understanding of software applications, system integrations, interfaces, and application architecture from a technical perspective.
• Strong understanding ofETL processes and data pipelines, including how data is extracted, transformed, validated, and loaded across enterprise systems.
• Experience working inAgile, Scrum, SAFe, or hybrid delivery environments.
• Experience withMicrosoft Access, SQL Server, SQL Server Integration Services (SSIS), or similar relational database and data-integration technologies.
• Experience usingApplication Lifecycle Management (ALM), requirements management, defect tracking, or Agile delivery tools.
• Experience supportingDepartment of Defense (DoD), Defense Health Agency (DHA), federal healthcare, or other federal government IT programs.
• Experience preparing and delivering technical presentations, customer briefings, test-readiness reviews, or solution demonstrations.
• Excellent presentation and briefing skills with the ability to translate complex technical information into clear, concise information for non-technical audiences.
