Blue Sky Innovative Solutionsis seeking a qualified full-timeTemporary Property Managerfor a new opportunity to support our mission-critical government customer.

LOCATION: Mostly off-site headquarters site; there may be occasions when the PM will come to the headquarters office -District Heights, MD 20747(subject to change)

DURATION OF PERFORMANCEStarting within 2 weeks, maybe sooner. 3-6 months duration, possible option to be considered for a permanent role depending on performance.

SUPERVISORY RESPONSIBILITY
Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

POSITION DESCRIPTION – TheProperty Manager will help assist our government customer who owns and manages 392 units of public and assisted housing in Prince George's County. They have 376 public housing units: 296 for the elderly and disabled and 80 family units. In addition, 16 assisted housing units.

ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES

  • You need a unique blend of standardmulti-family real estate management and heavy government/federal regulatory compliance.
  • Unlike conventional property managers, a public housing manager must prioritize strict regulatory guidelines, program eligibility, and community advocacy.
  • The candidate should:
  • Comprehensive understanding of HUD guidelines, specifically CFR Title 24 (Code of Federal Regulations), which governs public housing and admissions policies.
  • Income Verification Standards: Mastery of HUD's EIV (Enterprise Income Verification) system to prevent fraud and ensure accurate rent calculation.
  • Landlord-Tenant Law: Strong understanding of local and state eviction and lease laws.
  • Will be working with the public sector bidding processes and wage compliance (e.g., Davis-Bacon Act requirements for maintenance contractors).
  • Will be handling rent collection, tracking delinquency, managing operating budgets, and writing variance reports.
  • Managing resident disputes, lease violations, and delicate neighborhood grievances.
  • Coordinate preventative maintenance schedules and oversee vacancy turnarounds (making units "rent-ready").
  • Audit and Reconcile Complex Data: Crucial for managing extensive physical resident files and financial ledgers to survive rigorous state or federal audits.
  • Interact with Diverse Populations: Cultural competency and empathy to communicate effectively with low-income families, elderly residents, disabled individuals, and local advocacy groups.
  • Respond calmly and decisively to emergency maintenance situations, safety concerns, or immediate community needs.
  • Performs related work as assigned.
MINIMUM QUALIFICATIONS
  • Must have a valid driver's license and clean driving record; may be required to travel by their own car or (or company-provided car to other property sites, if becomes permanent when necessary)
  • Knowledge of the U.S. Department of Housing and Urban Development.
  • Knowledge of rental subsidy programs.
  • Specific HUD inspection standards (Real Estate Assessment Center, Uniform Physical Condition Standards, or the newer National Standards for the Physical Inspection of Real Estate) knowledge.
  • Knowledge of the annual or situational re-evaluation of household incomes to calculate rent.
  • Indication of legal awareness regarding tenant rights and accessibility of the Fair Housing /ADA Compliance.
  • Have a demonstrate deep comprehension of the public sector housing framework
  • Must have Industry Software Fluency: Resumes must explicitly feature public housing or enterprise real estate software, most notably Yardi Voyager, Emphasys, Elite, or RealPage/OneSite.
  • Professionalism and the interpersonal savvy to interact effectively with colleagues, government personnel, and external contacts
  • Reliability in meeting both planned and unplanned deadlines
  • A proactive, self-directed work style with sound

  • COS / TCS (Certified Occupancy Specialist / Tax Credit Specialist) or
  • CPM (Certified Property Manager - IREM) or
  • ARM (Accredited Residential Manager) or
  • HCCP (Housing Credit Certified Professional)
EDUCATION
  • High School Diploma
HOURS OF OPERATION
Monday-Friday, generally 8:30 am-5:00 pm. (Some after-hours/weekend work may be required, depending on emergencies, etc.)

PHYSICAL, MENTAL, AND ENVIRONMENTAL CONDITIONS
Must have the use of sensory skills to effectively communicate and interact with other employees and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.

CONDITIONS OF EMPLOYMENT
  • Must be legally authorized to work in the United States of America. Sponsorship will not be a part of this contract. U.S. citizenship (required for federal suitability determination)
  • Must successfully complete a Blue Sky and customer background screening.
