We are looking for an experienced Technical Program Manager.
More than a project manager to organize engineering work, we are hoping for someone that is almost a Product Operation person that is helping us engage with internal (ie other product/programs that leverages our services and/or other technology teams - ex Infra) and external (mostly vendors) stakeholders to coordinate integration workplaces, assist on establishing pipeline of new onboarding and working on migration/decommission plans.
Technical Program Managers required to define the how and when of strategic delivery goals. This role plays a pivotal part in driving complex, cross-functional projects and maintaining alignment of goals to organizational objectives. The core responsibility is ensuring technical solutions are delivered on time and meet the desired outcomes.
- Accelerate project progress by making crisp, timely decisions and clearing blockers
- Navigate difficult situations to find viable paths forward and decompose problems into manageable units from ideation to execution
- Organise work for optimal delivery, negotiating priorities, facilitating progress, and raising issues to management as needed
- Maintain TPM artefacts, track SDLC milestones, and manage dependency target dates actively
- Secure shared understanding and buy-in for solutions, clearly describing their impact on customers
- Use communication as a preventive control — ensuring meetings are effective, consensus is built, and decisions are well-documented
- Optimise approaches, demonstrate improvements using data, and drive continuous improvement through retrospectives, staff meetings, and status updates
- Proficiently manage scrum delivery; understand business context, customer use cases, and the functionality, architecture, and dependencies of involved systems
- Represent team services to stakeholders and external partners, bringing developers or SMEs to meetings as necessary
- Actively manage dependencies, influence vendors and partners, and ensure alignment with programme goals
- Deliver independently while occasionally seeking direction from peers and managers
- Proven experience in technical programme management, with a strong ability to make timely decisions and manage complex projects
- Proficiency in Scaled Agile scrum delivery and a track record of optimising processes and demonstrating improvements with data
- Deep understanding of business context, customer use cases, system functionality, and industry technologies
- Excellent communication skills with the ability to lead effective meetings, build consensus, and clearly articulate decisions
- Experience managing dependencies, influencing external partners, and representing team services to stakeholders
This role involves partnering with Technology teams to understand new business opportunities and translate functional requirements into detailed stories. The candidate will work closely with the development teams to support them in completing the design and implementation phases of the project life cycle. They will act as a bridge between Product and development to ensure all requirements are identified, documented, and met. The role involves:
Partnering closely with Product and Development teams to design and establish specifications for delivery by the development team.
Engage with external vendors and third-party partners to align on integrations, delivery timelines, and service expectations, ensuring seamless coordination across systems.
Collaborate with customer-facing teams (e.g., Product) to gather insights, prioritise features, and address their pain points effectively.
Translation of business requirements into detailed Development stories and identifying acceptance criteria.
Analysing and understanding current design to ensure that the context and implications of change are understood by the Development team and incorporated into feature discussions.
Determine development impacts to current processing and work with programmers and users to ensure accuracy of enhancements and elimination of gaps.
Ability to manage stakeholder expectations through data-driven conversations.
Performing technical analysis of platform hardware and software to ensure that business and functional requirements can be met.
Produce systems design documentation in accordance with documentation standards, ensuring features and associated documentation are clear and easily consumable by other engineering teams. Lead reviews of technical requirements.
Document and coordinate audit controls and compliance requirements.
Provide technical support to Business Owners during implementation of new products/services.
Operate as part of a high-performing, co-located Agile Scrum team, contributing to sprint planning, backlog refinement, and continuous improvement initiatives.
Preferred Skills:
Strong experience in leading complex, cross-functional technical programs with end-to-end delivery ownership
Deep understanding of Agile practices, stakeholder management, and risk-driven execution
Solid technical acumen with the ability to engage engineering teams and align delivery with business outcomes
Technical program delivery experience including software development lifecycle, cloud-native software products, CI/CD, and microservices APIs.
Strong technical aptitude and ability to quickly gain technical understanding of Consumer Data Management's services.
Strong negotiation skills and the ability to drive out detail and build consensus from stakeholders.
Excellent communication/presentation skills.
Experience or knowledge of Agile development an advantage.
Exposure to Java development and work experience in a software development environment a distinct advantage.
