Role- Technical Program Manager (Mobile & Digital Platforms)

Location – US Remote (East Coast)

Job description:

Experience: 10+ years in program/project delivery, with at least 5 years as a Technical Program Manager or equivalent

Role Summary:

We are looking for a hands-on Technical Program Manager to own end-to-end delivery of complex, multi-team digital programs, including mobile (iOS/Android) products. You will translate business goals into well-defined epics and features, manage capacity, budget, risks, and dependencies, drive release readiness, and report program health to executive leadership. The ideal candidate combines strong technical fluency with disciplined execution and clear communication.

Key Responsibilities:

Program Delivery & Ownership

  • Own end-to-end delivery from discovery and requirements through build, test, release, and post-release support
  • Define program scope, milestones, roadmap, and delivery plans across multiple engineering, QA, and business teams
  • Drive Agile ceremonies and ensure alignment between product, engineering, design, QA, and operations

Requirements & Feature Definition

  • Write and groom epics and features grounded in real business use cases, covering business context, user personas, functional and non-functional requirements, dependencies, assumptions, out-of-scope items, and measurable success criteria
  • Define clear, testable acceptance criteria (e.g., Given/When/Then) for every feature
  • Prioritize the backlog using structured frameworks (e.g., WSJF, RICE, MoSCoW, value vs. effort)

Estimation, Capacity & Budget

  • Lead estimation exercises with engineering leads (story points, T-shirt sizing, bottom-up estimates)
  • Calculate and manage team capacity, accounting for availability, leave, ceremonies, velocity, and skill mix
  • Own program budget tracking: forecast vs. actuals, resource cost, vendor spend, and variance reporting

Risk, Dependency & Issue Management

  • Maintain a living RAID log (Risks, Assumptions, Issues, Dependencies) with clear owners, mitigations, and escalation paths
  • Track and manage internal and external dependencies (third-party vendors, APIs, partner teams, app store requirements)
  • Proactively identify delivery risks and drive timely escalation and resolution

Release & Go/No-Go Management

  • Own the release process, including release planning, readiness checklists, code freeze, regression and UAT sign-off, and rollback planning
  • Facilitate Go/No-Go decisions with objective criteria (defect severity, test coverage, performance, security, and business readiness)
  • Coordinate mobile app releases for iOS (App Store) and Android (Google Play), including review/approval timelines, phased rollouts, regional/market availability, and hotfix handling
  • Ensure mobile features are validated before production through device/OS matrix testing, beta programs (TestFlight, internal/closed tracks), and staged rollout

Observability & Reporting

  • Define and monitor delivery and product health metrics: velocity, burn-up/burn-down, defect leakage, cycle time, release success rate, crash-free sessions, and app performance
  • Work with engineering on observability (dashboards, alerting, logging, and monitoring) to enable fast post-release detection and response
  • Publish regular status reports and executive dashboards (RAG status, milestones, risks, budget, decisions needed) tailored to leadership audiences

AI & Productivity Tools

  • Leverage AI tools to improve program productivity, such as drafting documentation, summarizing meetings, analyzing data, and building presentations
  • Stay current on AI capabilities and identify opportunities to embed AI into delivery processes and products

Required Qualifications

  • 10+ years of experience in IT delivery, with 5+ years as a TPM, Program Manager, on technical programs
  • Demonstrated experience managing E2E delivery of large, cross-functional programs
  • Strong experience writing epics, features, user stories, and acceptance criteria from real business use cases
  • Proven experience in estimation, capacity planning, and prioritization
  • Hands-on experience with program budget management and financial tracking
  • Working knowledge of the mobile app lifecycle: development, testing, store submission, review, and phased release for iOS and Android, including regional/market availability timelines
  • Strong command of risk management, dependency tracking, and release governance (Go/No-Go)
  • Experience building executive-level status reports and presenting to senior leadership
  • Familiarity with observability and monitoring concepts and tools (e.g., Datadog, Splunk, Grafana, Firebase Crashlytics, New Relic)
  • Advanced Excel skills: pivot tables, XLOOKUP/VLOOKUP, INDEX-MATCH, SUMIFS/COUNTIFS, conditional formatting, dashboards, and basic macros or Power Query
  • Practical experience with Jira, Confluence, and Agile/SAFe frameworks
  • Working knowledge of AI/GenAI tools and their practical use in program delivery
  • Excellent written and verbal communication, stakeholder management, and influencing skills
