Job Summary

General Atomics is seeking a Technical Program Manager III to support the planning, execution, and
technical performance of one or more established engineering programs based in Kitakyushu, Japan. This
role reports to a senior program manager and supports assigned programs from initiation through delivery.
The successful candidate will manage program scope, schedule, cost, quality, technical performance, and
customer relationships while coordinating with engineering, operations, contracts, finance, suppliers, and
company leadership.

The position requires effective collaboration with Japan-based customers, government representatives,
business partners, and internal teams located in Japan and other countries. The Technical Program
Manager III will apply established technologies, program management principles, and sound business
judgment to resolve complex technical and execution issues.

Duties and Responsibilities
  • Manage all phases of assigned programs, including program initiation, acquisition support, planning, execution, integration, testing, delivery, and closeout.
  • Develop and maintain program plans, schedules, budgets, risk assessments, performance measures, and delivery methods.
  • Ensure program objectives for technical performance, quality, schedule, cost, and customer satisfaction are achieved.
  • Coordinate with engineering and technical teams to establish design concepts, technical criteria, development activities, testing plans, and integration objectives.
  • Serve as a primary point of contact for program-related issues and coordinate timely resolution of technical, schedule, cost, quality, and resource concerns.
  • Establish effective working relationships with Japan-based customers, government representatives, suppliers, business partners, and internal stakeholders.
  • Communicate program status, risks, opportunities, and recommended actions to customers, senior leadership, and cross-functional teams.
  • Support program reviews, technical interchange meetings, customer briefings, and executive level presentations.
  • Coordinate the preparation of proposals, business plans, statements of work, specifications, operating budgets, and contract terms and conditions.
  • Support contract acquisition, negotiations, modifications, and related customer engagements in coordination with contracts and business development personnel.
  • Identify program issues and provide leadership in developing solutions, including resource reallocation, schedule recovery actions, process improvements, or changes to contract requirements.
  • Manage cross-functional teams and, as applicable, accomplish program objectives through subordinate managers or team leads.
  • Support the hiring, development, retention, and performance of the management, professional, and technical personnel required for program execution.
  • Contribute to new business development, expansion of existing programs, and potential partnerships or business alliances in Japan and the broader Asia-Pacific region.
  • Support coordination across U.S. and Japan-based teams, including alignment of communication practices, decision-making processes, schedules, and deliverables.
  • Protect proprietary technology and maintain strict confidentiality of sensitive company, customer, and program information.
  • Ensure program activities are conducted in accordance with applicable company policies, contractual obligations, export-control requirements, and other applicable laws and regulations.

Job Qualifications

  • Bachelor’s, master’s, or doctoral degree in engineering, science, business, program management, or a related technical field.
  • Typically requires eleven or more years of progressively complex program administration or technical program management experience. Equivalent professional experience may be considered in lieu of formal education.
  • Demonstrated expertise in program management principles, concepts, and practices.
  • Experience organizing, planning, scheduling, and coordinating complex technical work to meet established milestones and deadlines.
  • Ability to develop practical solutions to problems involving multiple technologies, organizations, customers, and program requirements.
  • Strong leadership, communication, presentation, negotiation, and interpersonal skills.
  • Ability to communicate effectively with employees, customers, government representatives, suppliers, and senior leaders across different organizational and cultural environments.
  • Strong customer focus and the ability to work independently, take initiative, and contribute effectively as part of a multinational team.
  • Experience managing program risks, budgets, schedules, technical performance, and customer deliverables.
  • Ability to work extended hours and travel domestically and internationally when required.
  • Ability to obtain and maintain any required security clearance, access authorization, work authorization, or customer approval.
Preferred Qualifications
  • Experience managing engineering, aerospace, defense, advanced technology, manufacturing, or other technically complex programs.
  • Experience working with customers, suppliers, government agencies, or business partners in Japan.
  • Professional fluency in Japanese and English, or the ability to work effectively with bilingual teams and professional interpreters.
  • Experience working across Japanese and U.S. business environments.
  • Familiarity with Japanese contracting, procurement, quality, or program review processes.
  • Formal program management certification, such as PMP, or equivalent training and experience.
  • Experience with international programs, joint ventures, strategic partnerships, or cross-border supplier relationships.
