Program Background:
The Australia-Indonesia Partnership for Health Transformation (KITA SEHAT) is a joint initiative between the Governments of Australia and Indonesia to support the transformation of Indonesia’s human and animal health systems, policy, and governance. The program runs for eight years (2025–2033), with total funding of up to AUD 100 million. Phase 1 runs from August 2025 to June 2029, investing about AUD 50 million. Phase 2 will extend the program out to 2033, pending agreement between the Governments of Australia and Indonesia.

KITA SEHAT is funded and managed by Australia’s Department of Foreign Affairs and Trade (DFAT) and implemented by DT Global. Indonesia's Ministry of National Development Planning/National Development Planning Agency (Kementerian PPN/Bappenas) is the primary coordinating ministry for the program, in partnership with the Ministry of Health, the Ministry of Agriculture and subnational governments in Jawa Barat, Nusa Tenggara Timur and Papua Barat Daya.
 

The program works towards four end-of-program outcomes (EOPOs):
• Primary health care policy and governance – by 2033, national and selected subnational authorities have adopted improved primary health policies, service delivery approaches and governance arrangements.
• Primary health services – by 2033, selected subnational authorities have improved the quality of and access to primary health services with a focus on stunting prevention and the inclusion of women, people with disability and other marginalized groups.
• Health system enablers – by 2033, national and selected subnational authorities have enhanced core workforce capabilities in critical human and animal health system enabling functions.
• Health security – by 2033, national and selected subnational authorities have increased capacity for health security and animal health policy development, strategic planning and the assessment, mitigation and management of acute and emerging health threats.
 

KITA SEHAT is designed to address local priorities, ensure women and people with disabilities are central to health system change, and to build climate resilience into how that change is delivered. The program is aligned to Indonesia’s National Medium-Term Development Plan (RPJMN) 2025-2029, specifically National Priority 4: Strengthening Human Resources Development, Science, Technology, Education, Health Sport, Gender Equality, and Strengthening the Role of Women, Youth and People with Disabilities.

The Role
The Subnational Program Officer will provide practical operational and coordination support to KITA SEHAT's subnational, with a particular focus on ensuring the activities are well implemented and coordinated in terms of flow of communication across different actors, finance and administration, data and information management, and national–subnational coordination.


The position is expected to strengthen the efficiency and responsiveness of the subnational team by ensuring that financial and administrative requirements are appropriately tracked, programme information is accurate and accessible, and communication and follow-up between national and subnational teams are timely and well-coordinated.
The role requires a well-organised and proactive professional with experience in project administration and coordination, financial and operational tracking, data and information management, and working with multiple stakeholders. The position will require strong attention to detail, good communication and interpersonal skills, proficiency in relevant digital and data management tools, and the ability to work effectively across national and subnational teams.


The key deliverables of the position are to provide the following:

1. Contribute to the effective operation of the organisation by undertaking additional responsibilities that are reasonably within the scope, classification, and capability of the position.
2. Demonstrate professional behaviour at all times, including maintaining appropriate workplace attire, communicating respectfully, and working collaboratively with colleagues and stakeholders to support the achievement of program objectives.
3. Support risk management, safeguarding, workplace health and safety, and fraud control measures. This includes promoting gender equality, disability inclusion, and safeguarding principles in all aspects of work.

About You
Essential Experience and Knowledge:
1. Education: Bachelor's degree in public health, business administration, finance, accounting, management, public administration, development studies, information management or a related field.
2. Relevant experience: At least 3 years of relevant experience in project/program administration, finance, operations, data management or coordination, preferably within a development or donor-funded program.
3. Finance and administration: Demonstrated experience in financial tracking, administrative coordination, documentation and follow-up of program/project requirements.
4. Data and information management: Demonstrated ability to manage, organise, consolidate and quality-check program data and information, with good proficiency in Microsoft Excel and other relevant digital tools.
5. Coordination: Demonstrated experience coordinating across multiple teams, stakeholders or organisational functions and following up actions to completion.
6. Government/development programme experience: Experience working with government institutions and/or international development programs is highly desirable.
7. Communication: Strong written and verbal communication skills in Bahasa Indonesia and working proficiency in English.
8. Organisation and attention to detail: Strong organisational skills, attention to detail and ability to manage multiple priorities and deadlines.
9. Interpersonal skills: Ability to work collaboratively with colleagues and stakeholders from different technical, organisational and geographic contexts.
10. Mobility: Willingness and ability to undertake travels to KITA SEHAT priority areas.
 

Desirable:
1. Experience working with DFAT-funded programs or other international development programmes.
2. Experience supporting subnational programs involving multiple provinces or geographically dispersed teams.
3. Experience with programme financial management systems, procurement/operations processes or donor compliance requirements.
4. Experience with program databases, dashboards, information management systems or MEL-related processes.
5. Understanding of Indonesian government planning and implementation systems at national and subnational levels.
6. Experience or understanding of GEDSI, disability inclusion, climate resilience or One Health in development programs.
