Job Description

Join a dynamic Subcontracts team supporting the CEMA business area and the MARS, Futures, and Coalition portfolios. We are seeking an experienced Principal Subcontract Administrator who can independently manage complex, mission-critical subcontracting activities across multiple programs and priorities.

In this role, you will partner closely with Supply Chain Program Management, Program Management, Engineering, Contracts, Finance, Quality, and other cross-functional stakeholders to develop and execute subcontracting strategies that support program objectives for schedule, cost, technical performance, and supplier execution.

The Principal Subcontract Administrator will provide flexible support across MARS, Futures, and Coalition, including suppliers and subcontractors that may support multiple projects or program requirements. The successful candidate must be comfortable balancing competing priorities, understanding total supplier demand, and adjusting workload as program needs evolve.

You will independently manage the full subcontract lifecycle, including requirements development, acquisition planning, solicitation and proposal evaluation, source selection, negotiation, award, administration, change management, and closeout. Responsibilities include preparing and issuing Requests for Proposal (RFPs), analyzing supplier proposals, developing negotiation strategies, conducting negotiations, documenting price and cost analyses as applicable, and executing subcontract awards and modifications within established authority.

You will monitor subcontractor performance against contractual requirements, identify and mitigate cost, schedule, technical, and supply-chain risks, and proactively resolve supplier issues that could affect program execution. You will work closely with suppliers and internal stakeholders to ensure subcontract requirements, terms and conditions, applicable FAR/DFARS clauses, and other contractual obligations are appropriately addressed.

The Principal Subcontract Administrator will also support proposal activities, subcontract planning, supplier negotiations, program reviews, and strategic sourcing initiatives across the three portfolios. This position requires an individual who can operate with limited supervision, exercise sound business judgment, and effectively communicate risks, recommendations, and priorities to subcontract and program leadership

Required Skills and Education

  • Bachelor’s degree and 8 years of relevant professional experience, or equivalent combination of education and experience.
  • Demonstrated experience administering complex subcontracts, purchase orders, and/or supplier agreements throughout the procurement lifecycle.
  • Experience developing and issuing RFPs/RFQs, evaluating supplier proposals, conducting negotiations, preparing subcontract awards, and administering modifications.
  • Working knowledge of FAR and DFARS requirements and their application within a U.S. Government contracting environment.
  • Experience performing and documenting price analysis and/or cost analysis and developing negotiation strategies.
  • Ability to interpret contractual requirements, statements of work, specifications, terms and conditions, and applicable subcontract flow-down requirements.
  • Demonstrated ability to independently identify and manage supplier cost, schedule, contractual, and performance risks.
  • Strong written and verbal communication, negotiation, analytical, and organizational skills.
  • Ability to effectively collaborate with Program Management, Engineering, Contracts, Finance, Quality, Supply Chain, and other cross-functional stakeholders.
  • Demonstrated ability to manage multiple subcontracting priorities simultaneously and adapt workload based on changing program requirements.
  • Ability to manage suppliers supporting multiple projects or program areas while maintaining visibility into overall supplier demand, priorities, commitments, and performance.
  • Proficiency with Microsoft Office applications.

Preferred Skills and Education

  • Experience supporting Department of Defense programs and/or complex defense electronics programs.
  • Experience supporting multiple programs, projects, or product lines simultaneously, particularly in a dynamic development and production environment.
  • Experience administering high-dollar, complex, and/or technically challenging subcontracts.
  • Experience supporting development, production, sustainment, engineering services, and/or technology maturation efforts.
  • Experience with competitive and sole-source procurements, including development of negotiation strategies and price/cost analysis documentation.
  • Familiarity with CPSR-compliant procurement practices and subcontract file documentation requirements.
  • Experience with ERP/procurement systems such as Oracle or similar supply-chain management systems.
  • Experience supporting proposals, fact-finding, supplier negotiations, program reviews, and subcontract performance management.
  • Knowledge of government property, export-control, cybersecurity/CMMC, DPAS, and other requirements applicable to defense subcontracting.
  • Demonstrated ability to monitor or provide functional guidance to other subcontract professionals when appropriate.
  • Ability to develop strong working relationships with internal program teams and suppliers while driving timely resolution of complex subcontracting issues.
  • Experience identifying common suppliers or requirements across programs and coordinating procurement strategies to improve visibility, leverage, and execution.
  • Active U.S. Government security clearance, or ability to obtain and maintain the required level of clearance.
