Position Summary:

Seeking for a Strategic Project Manager to lead the replacement of our legacy probation case management system. This role is crucial in connecting technical infrastructure, legislative compliance, and the daily operations of probation officers and judicial staff across districts. You will operate within a multi-level governance framework, supporting executive decision-making and managing stakeholder alignment.

Responsibilities:

• Strategic Leadership and Governance:
  • Guide the project lifecycle from requirements to rollout and decommissioning.
  • Maintain the master schedule, budget, and scope baseline.
  • Translate strategic goals into clear project objectives.
• Vendor and Procurement Management:
  • Support vendor selection under state procurement rules.
  • Ensure vendors and teams meet quality, schedule, and cost expectations.
• Legislative and Policy Compliance:
  • Incorporate Colorado statutes and probation standards into system requirements.
  • Coordinate with legal and policy staff for compliance and reporting.
• Stakeholder Engagement and Change Management:
  • Engage with probation officers, judges, and partner agencies.
  • Lead design activities and user testing with frontline staff.
  • Direct change management, training, and communications.
• Risk, Quality, and Reporting:
  • Identify and mitigate risks and issues promptly.
  • Ensure uninterrupted probation supervision during cutover.
  • Report status and outcomes to leadership.

Minimum Qualifications:

• Bachelor's degree in a relevant field or equivalent experience.
• Ten years of project management experience, with five years in large technology implementations.
• Experience managing multi-year schedules and enterprise system replacements.
• Ability to pass a criminal background check.

Preferred Qualifications:

• Project Management Professional (PMP) or equivalent certification.
• Agile and change management certifications.
• Experience with Waterfall and Agile methodologies.
• Experience with case management systems in justice agencies.
• Experience with COTS or SaaS platform implementations in the public sector.

• 4-6 years of strategic project management experience.
• Experience in teamwork and collaboration across multiple teams and levels.
