Program management personnel manage programs responsible for the execution of multiple projects or sub-projects. They manage projects to ensure on-time completion according to specifications and within budgeted costs.Discipline Description
In project management roles, individuals are responsible for managing project cost, schedule, and technical, environmental, and legal baselines. They establish baseline schedules and costs to support current work plans. They manage resources and facilitate communications among team members and stakeholders to achieve project goals efficiently.Some Typical Duties & Responsibilities Include:
Provide leadership, direction and management of Testing/Commissioning resources to execute scope on a highly complex multi-billion dollar DOE nuclear project and its associated sub-projects. This position requires multidiscipline technical expertise, large project management capability and a strong understanding of nuclear safety and related requirements.Candidate will manage Program documents, such as the SRPPF Commissioning Manual and is expected to attain qualification as a Level III Test Engineer. The SRPPF Commissioning Manager serves as the chairman of Joint Test Group/Test Review Board to validate safe and accurate Testing for multiple facilities. This requires communication and collaboration with multiple project departments as well as NNSA representatives.
Train and deploy Commissioning resources into Construction and Industrial environments. Commissioning resources will accomplish scope per Conduct of Testing in a Nuclear environment on a DOE project. Execution will require multidiscipline expertise as well as collaboration with several other SRS departments, contractors, and government agencies.
Establish and manage numerous diverse project management teams, providing policy direction, broad program direction, and establishing priorities needed to integrate numerous ongoing area projects. Manage project cost, schedule, scope, and subcontract matrices, while adhering to SRS quality, environmental, and safety objectives. Establish and control project costs, schedule, and technical baselines and provide effective management of project staff and matrix personnel to control baselines. Manage professional and nonexempt employees to include career development, motivation, performance review, and salary administration. Initiate and frequently deliver concise and accurate presentations to internal and external customers regarding project implementation plans, status, changes and new approaches, including complex technical, organizational and financial issues. Conduct significantly complex analysis of problems involving numerous engineering disciplines. Develop new and innovative alternative action strategies enabling the early achievement of milestones. Perform risk analyses and provide decision authority for defining and approving corrective actions and establishing priorities. Manage project efforts to ensure project progress is within schedule, cost, technical, environmental, and legal baselines. Act as an technical project management advisor and consultant to project management teams, peers, less experienced project managers, and SRS senior management, and external customers.
Plan, schedule, conduct, or coordinate detailed phases of commissioning/startup or testing for a project exercising independent judgment in the evaluation, selection, application, substantial adaption, and modification of standard techniques, guidelines, procedures, and criteria.
Perform detailed design reviews and develop commissioning test documentation for projects. Plan, schedule and coordinate detailed phases of commissioning, startup, operations, or maintenance for a project. Review designs for plant operability, safety, and jobsite commissioning.
Perform and document the results of commissioning/startup tests performed in accordance with procedures, acceptance standards, and industry procedures.
Required Qualifications
• Fifteen or more YOE as an individual contributor in one or more of the roles managed plus six or more years of experience (YOE) in a relevant management role, OR Bachelor's Degree in a relevant field plus twelve or more years of experience (YOE) in one or more of the roles managed, OR Master's Degree in a relevant field plus eight or more years of experience (YOE) in one or more of the roles managed• Equivalencies to experience and education requirements will be considered
