Summary:
Applies subject matter expertise of applicable agency specific and federal acquisition regulations to policy issues. Prepares acquisition-related policies and guidelines.
This role requires but is not limited to:
- Responsible for drafting updates to policy and providing recommendations for new policy.
- Responsible for conducting research and analysis related to policy issues and organizing findings to recommend solutions.
- Responsible for coordinating and participating in complex research projects to produce policy briefs, memos, and full-length reports, as required.
- Conducts independent studies and performs analyses on policies.
- Reviews, evaluates, and monitors policies to determine their benefits, flaws, and impacts.
- Gathers, analyzes, integrates, and reports on qualitative and quantitative data.
- Conducts research and develops policy opinions and policy products on Congressional, Federal, Agency, and Department policy issues.
- Experienced with Major Acquisition Programs (Level 1, 2, and 3) to include supporting the full acquisition lifecycle framework (ALF), acquisition milestone events and decisions, Acquisition Review Board (ARB) meetings and approvals, and program reviews, in accordance with Client Directive 102-01-001
- Supports Industry engagement initiatives
- Supports stand-up and documentation of Integrated Procurement Teams (IPTs), including draft charters, draft memoranda, scheduling and facilitating meetings, etc.
- Supports Acquisition governance and Policy compliance
- Supports acquisition workforce development and training
- Supports audit-readiness initiatives and reporting
- Supports drafting and maintaining currency of acquisition policy, guidance, templates and standard operating procedures
Requirements:
- BA/BS degree plus 6 years of experience
- Prior FAC-C or DAWIA III certification or industry equivalent highly desirable
- Experience demonstrates expert-level knowledge of the Federal Acquisition Regulation (FAR), Agency specific regulations, and acquisition streamlining initiatives and reforms
- Experience related to Robert T. Stafford Act highly desirable
- Experience supporting procurements and/or policy related to disaster response and recovery, un-definitized contracting actions/letter contracts highly desirable
- Experience with Grants and Cooperative Agreements desirable
- Expert-level knowledge and experience in supporting full acquisition lifecycle, including acquisition planning, contract administration, performance management, and contract closeout.
- High aptitude with Microsoft Office Suite to include Teams, Word and Excel
- Experience with file collaboration and management in SharePoint highly desired
- Exceptional verbal and written communication skills and experience working with varied groups of stakeholders
- High degree of initiative and follow-through
Clearance Required:
- Client Fitness with Entry on Duty (EOD)
- Client or Secret and above highly desired
