TOP 3 SKILLS:
- Previous electric rate design or implementation experience with an investor-owned utility, preferably in California
- Previous experience actively participating in or leading a regulatory proceeding, including writing testimony, responding to data requests, and performing rate analysis to support the company’s policy positions
- Strong Excel skills and ability to act autonomously once direction has been provided
POSITION SUMMARY:
Looking for electric rate design experience for an electric utility to support CPUC regulatory filings. Need strong Excel skills and experience writing regulatory testimony.
Job Family Function Description:
- Develops, analyzes, revises, and administers the organization's tariff schedules.
- Compiles, studies, and maintains rate, revenue, load, and customer data to assess the effectiveness of current tariff schedules and rules, and develops proposals to change the organization's existing rates and rules.
- Typically found in regulated telecommunications, electric and/or gas utility organizations.
- Conducts detailed rate analysis and develops models that guide pricing decisions and regulatory filings.
- Provides insights that help the organization balance financial objectives with customer and regulatory requirements.
RESPONSIBILITIES:
- Supports leaders with comprehensive mass rate impact and comparison projects, ensuring timely and accurate outcomes.
- Performs standard to complex rate analysis to assist non-residential customers, providing tailored solutions and insights.
- Conducts detailed reviews of rate change applications, ensuring compliance and strategic alignment.
- Collects and analyzes financial information and operating statistics to inform the development of regulatory strategies.
- Maintains and enhances rate analysis tools and internal calculators for the team, ensuring efficient and accurate analysis capabilities.
- Examines customer communications for information verification, ensuring accuracy and clarity.
- Supports the development of special contract rates for current and prospective customers, aligning with strategic objectives.
- Performs other duties as assigned.
Level III: 5-8 Years of Experience.
- Provides deep subject matter expertise in the requested field to achieve business objectives such as operational efficiency, regulatory compliance, or improving competitive position.
- Analyzes problems and recommends strategies to the client to achieve business objectives.
- Leads cross-functional teams in developing or reengineering processes using requirements gathered from clients.
- Responsibilities include formulating process remediation and implementation strategies; preparing written assessments and presenting recommendations to executive-level clients.
- Able to facilitate organizational change through effective communication, building consensus, and creating complete and coordinated implementation plans. Requires a high level of subject matter expertise in the specified area.
- Demonstrated analytical and project management experience. Strong business savvy and negotiation skills.
- Extensive experience in business analysis and program implementation.
- Ability to independently manage defined rate analysis workstreams.
- Ability to influence decisions through data-driven insights.
- Ability to resolve non-routine methodological issues using professional judgment.
- Knowledge of integrated rate development, cost allocation, and recovery processes.
- Knowledge of regulatory, contractual, or policy constraints affecting rates.
- Skill in analyzing moderately complex cost, demand, or usage scenarios.
- Skill in developing and maintaining rate or pricing models.
EDUCATION:
- Typically requires a 4-year degree in a relevant field, or equivalent combination of relevant education and experience.
- Preferably a Bachelor's in Economics, Accounting, or Finance
EXPERIENCE:
- Typically requires 5 years of related experience.
