Job Title: Electric Rates Analyst - Senior I
Job Location: San Diego, CA
Job Contract: 8 Months on W2 (Possibility of FTE)
Shift : Monday - Friday (8 AM - 5 PM) Onsite


Position Summary:
  • The Rates Senior conducts detailed electric rate design analysis and builds models that support pricing decisions and CPUC regulatory filings.
  • This role provides insights that help balance financial objectives with customer and regulatory requirements and includes developing written materials such as regulatory testimony.

Level III (5–8 years of experience):
  • Provides deep subject matter expertise to achieve business objectives such as operational efficiency, regulatory compliance, or improving competitive position.
  • Analyzes problems and recommends strategies to achieve business objectives.
  • Leads cross-functional teams in developing or reengineering processes using requirements gathered from clients.
  • Responsibilities include formulating process remediation and implementation strategies; preparing written assessments and presenting recommendations to executive-level clients.
  • Able to facilitate organizational change through effective communication, building consensus, and creating complete and coordinated implementation plans.
  • Requires a high level of subject matter expertise in the specified area, demonstrated analytical and project management experience, strong business savvy and negotiation skills, and extensive experience in business analysis and program implementation.

Primary Responsibilities:
Rate Analysis & Customer Support
  • Supports leaders with comprehensive mass rate impact and comparison projects, ensuring timely and accurate outcomes.
  • Performs standard to complex rate analysis to assist non-residential customers, providing tailored solutions and insights.
Regulatory Filings & Applications
  • Conducts detailed reviews of rate change applications, ensuring compliance and strategic alignment.
  • Collects and analyzes financial information and operating statistics to inform the development of regulatory strategies.
Tools & Models
  • Maintains and enhances rate analysis tools and internal calculators for the team, ensuring efficient and accurate analysis capabilities.
Communications & Contract Support
  • Examines customer communications for information verification, ensuring accuracy and clarity.
  • Supports the development of special contract rates for current and prospective customers, aligning with strategic objectives.
Required Skills:
  • The ideal candidate will have 5–8 years of experience.
  • Electric rate design experience for an electric utility supporting CPUC regulatory filings
  • Strong Excel skills
  • Experience writing regulatory testimony
  • Ability to independently manage defined rate analysis workstreams
  • Ability to influence decisions through data-driven insights
  • Ability to resolve non-routine methodological issues using professional judgment
  • Knowledge of integrated rate development, cost allocation, and recovery processes
  • Knowledge of regulatory, contractual, or policy constraints affecting rates
  • Skill in analyzing moderately complex cost, demand, or usage scenarios
  • Skill in developing and maintaining rate or pricing models
  • Demonstrated analytical and project management experience
  • Strong business savvy and negotiation skills
  • Extensive experience in business analysis and program implementation
Top Desired Skills:
  • Previous electric rate design or implementation experience with an investor owned utility, preferably in California
  • Previous experience actively participating or leading a regulatory proceeding, including writing testimony, responding to data requests, performing rate analysis to support company’s policy positions

Education:
  • Typically requires a 4 year degree in a relevant field, or equivalent combination of relevant education and experience.
