Raytheon Software Engineering is seeking a seasoned software engineering leader to join our organization as theSoftware Foundations Lead. In this critical role, you will drive the establishment and continuous improvement of software development processes, implement comprehensive metrics frameworks, and lead cost estimation methodologies across our engineering organization.


 

You will serve as an advisor and expert to engineering teams, product managers, and executive leadership, providing insights to optimize software development, improve software quality, and increase estimation accuracy.  This role will also support and drive the use of new bidding practices working with other engineering disciplines, engineering execution and business leaders.


 

This is a strategic role that requires deep technical expertise combined with strong analytical and leadership skills. You will work closely with cross-functional teams across the business and other functions to align software delivery practices with business objectives while ensuring effectiveness and efficiency across the software engineering organization.


 

This role is also responsible for working across the Engineering SBU teams, RLPM and Engineering Execution to drive the adoption and use of Flow-based measures for use across our development programs.  These measures provide early and predictive feedback to program leaders to drive corrective action early and derisk program execution.

What you will Do



  • Software Process Leadership, Design, implement, and continuously refine software development processes (Agile, DevOps, CI/CD) aligned with organizational goals
  • Establish engineering standards, best practices, and governance frameworks for code quality, testing, and deployment
  • Lead process improvement initiatives using methodologies such as CORE
  • Work with chief engineers, business leaders, and forward deployed engineers on process adoption to drive application of software best practices across projects
  • Collaborate with Engineering Execution and other disciplines / functions to ensure process alignment & Cost Estimation
  • Define standard software metrics and dashboards for software effectiveness
  • Develop and maintain cost estimation standards for software projects, including units of estimation and application of productivities, parametric models, sizing, risk and opportunity identification, historical data, basis of estimation documentation, and leadership review and approval processes
  • Implement measurement frameworks for key measures such as cycle time, lead time, deployment frequency, change failure rate, and MTTR
  • Develop automation to the extent possible, including coordination of automated reporting efforts, to provide visibility into performance
  • Analyze metrics trends to identify bottlenecks, inefficiencies, and improvement opportunities and present actionable insights to executive leadership through compelling data visualizations
  • Establish feedback loops to close the gap between measurement and improvement


Qualifications You Must Have  


 

  • Typically requires BS/BA Degree in Science, Technology Engineering or Mathematics (STEM) and a minimum 12 years of prior experience
  • Experience with all phases of the software development lifecycle, including proposal, requirements, design, implementation, testing, and delivery
  • Experience with Agile (Scrum, SAFe, Scrum Scale) and DevOps
  • Experience with Software project management or program management (e.g., Chief Engineer)
  • Experience with Software project cost and schedule in government contracting environments
  • Active and Current Secret security clearance is required Day 1. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance


Qualifications We Prefer



  • Expertise in software metrics collection, analysis, and improvement
  • Familiarity with industry and government software process standards
  • Software process modeling using value stream mapsMeasurement system design, statistical analysis, and data visualization techniquesKnowledge of software estimation methods and cost models
  • Software quality, assessment, and auditing practices
  • Familiarity with software tools and automated testing frameworksKnowledge of the various RTX business process and measurement systems
  • Experience mentoring and coaching engineers at all levels
  • Experience developing software using GenAI tools

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
