Position Overview

All Hands Consulting is seeking experiencedShelter and Mass Care Specialists to join ourResponse Cadre, a roster of deployable emergency management professionals who support disaster response operations.

Shelter and Mass Care Specialists assist government agencies and partner organizations withmass care operations during disasters, including shelter operations, evacuation support, survivor services, and coordination of community resources.

This is a deployment-based consulting role rather than a full-time staff position. Candidates will be placed in ourResponse Cadre pipeline and may be deployed to support clients during disaster response operations.

Assignments may includelocal, regional, or national deployments, depending on incident needs.

Key Responsibilities

Shelter and Mass Care Specialists support disaster response operations by assisting with the coordination and management of shelter and survivor support services.

Responsibilities may include:

  • Support theestablishment and operation of emergency shelters during disaster response operations.

  • Assist withregistration, intake, and accountability processes for displaced survivors.

  • Coordinate delivery ofmass care services, including food distribution, sanitation, and basic needs support.

  • Provide information to disaster survivors regardingavailable resources, assistance programs, and recovery services.

  • Assist clients in coordinatingshelter operations with partner agencies, including voluntary organizations and community partners.

  • Support tracking of shelter population data and reporting toEmergency Operations Centers (EOCs).

  • Assist with coordination ofevacuation support and survivor services.

  • Help ensure shelter operations align withlocal emergency management plans and FEMA Mass Care guidance.

  • Provide situational updates and documentation supporting operational coordination.

Qualifications

Required

  • 2+ years of experience in emergency management, disaster response, humanitarian operations, or related fields.

  • Experience supportingshelter operations, mass care programs, or disaster survivor services.

  • Ability to work indynamic disaster response environments supporting impacted communities.

  • Strong interpersonal and communication skills when working with diverse populations.

  • Ability to operate withinIncident Command System (ICS) and emergency response structures.

  • ICS 100, 200, NIMS 700, 800 training

Preferred

  • Experience supportingmass care operations during disasters.

  • Familiarity withFEMA Mass Care and Emergency Assistance programs.

  • Experience working withEmergency Operations Centers (EOCs) or incident management teams.

  • Experience coordinating withvoluntary organizations, NGOs, and community service providers.

  • Training inICS/NIMS emergency management frameworks.

Deployment Requirements

Candidates must be able to:

  • Deploy within24–72 hours of notification.

  • Work8–12 hour operational shifts during disaster response operations.

  • Remain deployed forup to 14 days or longer depending on operational needs.

  • Travel to incident locationsanywhere within the United States.

  • Work inshelter environments, disaster assistance centers, or field coordination facilities.

Operational tasks may involvestanding, walking, lifting light supplies, and working extended shifts during disaster operations.

Compensation varies depending on:

  • Experience and qualifications

  • Role responsibilities during deployment

  • Travel or operational requirements

Deployment assignments may includetravel reimbursement and per diem depending on the mission.
