Role Overview
The Pennsylvania Emergency Management Agency (PEMA) and Office of State Fire Commissioner (OSFC) are seeking a Senior Technical Business Lead to strengthen the connection between business needs and technical solutions. The position supports PEMA and OSFC organizations by coordinating IT business solutions, facilitating communication between business and development teams, and supporting application development, requirements gathering, and service delivery activities. This position is critical to bridging the gap between business needs and technical solutions.
The successful candidate will be a self-driven professional who can work effectively under deadlines, adapt to changing requirements, collaborate with technical and business stakeholders, and maintain current technology knowledge. Candidates must reside in Harrisburg or surrounding areas and be prepared to work onsite at least two to three days per week, with additional onsite attendance when necessary. Historically, similar roles have been extended for an additional year; extensions are not guaranteed.
Primary Responsibilities

Plan and coordinate daily stand-up meetings with the development team.

Work directly with the PEMA/OSFC Section Management team to solve IT business solution needs and problems.

Collaborate with the PEMA/OSFC application team to identify and resolve technical problems.

Provide and lead Incident Management and Change Management activities for the PEMA/OSFC application support team.

Provide weekly status updates covering development team projects, tasks, and initiatives.

Manage application inventory, application support documentation, and organization of PEMA/OSFC application portfolios.

Review business requirement specifications and collaborate with the development team on development level-of-effort estimations for requirements.

Participate in the adoption of Commercial Off-the-Shelf (COTS) products for PEMA/OSFC.

Support requirements gathering and coordination between business and technical stakeholders, with consideration for security and accessibility.

Contribute to technical documentation, application support processes, and the effective communication of project requirements.
Required Technical Skills

DevOps: Advanced experience with DevOps practices and their application to development and delivery activities.

Development Methodologies: Familiarity with SCRUM, iterative, and waterfall development methodologies.

Problem-Solving and Analysis: Strong problem-solving, analytical, and communication skills.

Client Requirements: Excellent communication skills and the ability to understand client requirements and translate them into discussions with technical teams.

IT Project Management: Strong IT project management capabilities supporting technical projects, activities, and deliverables.

IT Service Management: Experience with ITSM, including Remedy and ServiceNow.

Relationship Management: Ability to establish and maintain good working relationships with clients and colleagues.

Data Analysis: Ability to gather and interpret data to support business analysis and project decisions.

Presentation Skills: Effective presentation skills for communicating information to appropriate audiences.
