Job Description
We are seeking a Senior Public Health Management & Shared Services Consultant to lead a comprehensive operational, organizational, and financial assessment of public health services for a large New Jersey county government.
The consultant will work closely with county leadership, health department leadership, municipal officials, health department personnel, and other stakeholders to evaluate current public health service-delivery models and identify opportunities to improve efficiency, reduce duplication, strengthen regional coordination, control costs, and expand shared-service arrangements.
A key focus of the engagement will be evaluating opportunities to expand county public health services across multiple municipalities within the county.
The ideal candidate will bring a combination of public-sector management consulting, public health operations, organizational design, workforce planning, financial modeling, stakeholder engagement, and implementation planning experience.
Key Responsibilities
Conduct a comprehensive assessment of current county public health operations and service-delivery models.
Evaluate environmental health services, permitting, inspections, regulatory compliance, staffing, administration, and operational workflows.
Collect and analyze operational, financial, staffing, and service-delivery data from the county and participating municipalities.
Assess county-operated, municipal, and inter-municipal shared-service delivery models.
Identify service duplication, inefficiencies, service gaps, staffing challenges, and opportunities for regional coordination.
Evaluate existing shared-service agreements and identify opportunities for expansion.
Benchmark county operations against comparable New Jersey public health agencies and recognized best practices.
Conduct interviews, workshops, and meetings with county leadership, municipal officials, health department personnel, and other stakeholders.
Develop financial models comparing current operations with potential shared-service and regionalized approaches.
Analyze implementation costs, operating costs, revenues, projected savings, and long-term fiscal impacts.
Develop current-state and future-state organizational structures and staffing models.
Define staffing levels, reporting relationships, functional responsibilities, and workforce requirements.
Develop phased staffing recommendations to support potential expansion of public health services.
Create implementation strategies, governance recommendations, transition plans, project schedules, and risk-mitigation strategies.
Prepare executive-level reports, presentations, findings, and actionable recommendations.
Present recommendations to senior government leadership and other stakeholders as required.

A major deliverable of this engagement will be the development of a future-state organizational and staffing model for expanded public health services.

Required Qualifications & Experience
Senior-level management consulting experience.
Demonstrated experience consulting with public-sector, county, or municipal government organizations.
Strong understanding of New Jersey county and municipal government operations.
Experience with public health administration or public health service delivery.
Experience conducting organizational assessments and operational efficiency studies.
Experience with shared-services feasibility studies or government consolidation/regionalization initiatives.
Strong organizational design and staffing analysis experience.
Demonstrated financial analysis and financial modeling capabilities.
Experience performing cost-benefit and fiscal impact analyses.
Government operations and process-improvement experience.
Experience conducting stakeholder interviews and facilitating executive-level meetings.
Excellent executive-level report writing and presentation skills.
Ability to develop practical, actionable implementation recommendations.
