Position Summary
We are seeking a highly experienced Senior Technical Manager to lead our Pension and Investment Management technology organization. This leader will be responsible for managing several platform teams supporting established on-premises SQL Server–based, Java, COBOL, Linux, Mainframe, and .NET applications. This is a high-visibility leadership role accountable for execution, day-to-day delivery, and the continued stability and performance of the systems our business depends on.
The successful candidate is a hands-on people leader who thrives in a complex, regulated enterprise environment, brings disciplined operational rigor, and can partner credibly with investment, finance, and operations stakeholders.
Key Responsibilities
- Lead and manage multiple engineering teams supporting on-premises SQL Server, Java, COBOL, Linux, Mainframe, and .NET Investment Management platforms, including hiring, coaching, performance management, and talent development.
- Own day-to-day delivery across the portfolio — planning, prioritization, estimation, release management, and on-time execution of enhancements, defect resolution, and business-driven change.
- Ensure platform stability and operational resilience, including production support, incident and problem management, on-call coverage, root-cause analysis, and service-level commitments.
- Manage the health of the existing data warehouse and reporting estate, covering batch schedules, ETL processes, SQL development, data quality, reconciliation, and period-end/close reporting cycles.
- Partner with investment management, finance, operations, and risk stakeholders to translate business priorities into executable technical plans and realistic delivery commitments.
- Maintain technical documentation, runbooks, and knowledge continuity across long-standing applications and databases, reducing key-person dependency.
- Govern change management, release controls, access controls, and audit readiness in line with enterprise architecture, security, privacy, and compliance standards.
- Manage vendor and third-party data provider relationships, including integration support, contract-driven obligations, and escalation paths.
- Oversee capacity planning, infrastructure lifecycle needs, patching, upgrades, and disaster recovery testing for supported environments.
- Report clearly and regularly on delivery status, risks, dependencies, and operational metrics to senior technology and business leadership.
Required Qualifications
- 10+ years of experience in data engineering, application engineering, platform engineering, enterprise data warehousing, or related technology leadership roles.
- Proven experience leading large-scale data warehouse and application teams, preferably with a background in SQL Server, Java, COBOL, Linux, Mainframe, .NET or other on-premises enterprise data warehouse platforms.
- Strong hands-on understanding of relational database design, dimensional modeling, stored procedures, query and performance tuning, ETL/batch processing, job scheduling, and data reconciliation in on-premises environments.
- Proven ability to work collaboratively with business teams and senior stakeholders to develop and deliver technical applications
- Demonstrated experience managing technical teams, developing engineering talent, and leading delivery across complex, multi-stakeholder programs.
- Strong understanding of enterprise security, access controls, data privacy, audit requirements, production support, incident management, and operational resilience.
- Working knowledge of Java and .NET application environments, including support, troubleshooting, and release practices for established enterprise applications.
- Excellent communication skills, including the ability to explain technical concepts to senior business stakeholders and translate business priorities into executable technology plans.
Preferred Qualifications - Experience in investment management, asset management, insurance, capital markets, financial services, or risk analytics environments.
- Prior experience with investment data platforms, portfolio analytics systems, market data platforms, research data environments, or finance reporting ecosystems.
- Familiarity with ASP.NET or long-standing web-based reporting applications supporting business and regulatory reporting.
- Familiarity with Oracle SQR or similar batch reporting and data processing technologies.
- Experience integrating internal and third-party financial data providers such as Bloomberg, State Street, Moody’s, S&P, Fitch, or similar vendors.
- Experience with CI/CD, automated testing, source control discipline, data quality frameworks, and production observability.
- Experience operating in a regulated enterprise environment with formal architecture, security, privacy, and governance processes.
Education
Bachelor’s degree required. Master’s degree preferred.
Pay Range
The typical pay range for this role is:
$118,450.00 - $284,280.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls.  The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors.  This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.  This position also includes an award target in the company’s equity award program.Â
