Senior Java and Cúram Developer

Job Overview

The Senior Java and Cúram Developer will support application development and maintenance by performing business and systems analysis, design, modeling, and programming using Java, ReactJS, and IBM Cúram technologies. This role will develop enhancements, resolve defects, and support payment error rate reduction initiatives through automated evidence gathering, case approvals, proactive quality control alerts, batch processes, and system integrations. The developer will collaborate with business stakeholders, application development teams, agile teams, and release management to deliver, test, and deploy solutions that meet business requirements.

Job Duties

• Analyze business and system requirements to design, develop, and maintain application functionality using Java, ReactJS, and IBM Cúram.

• Develop enhancements based on business change requests and resolve defects identified in the application backlog.

• Support payment error rate reduction initiatives, including evidence automation, case approvals, and proactive quality control alerts.

• Design, develop, and maintain business rules supporting Food and Nutrition Services (FNS) and Supplemental Nutrition Assistance Program (SNAP) products.

• Develop and support batch processes, interfaces, and other system components related to payment error rate reduction initiatives.

• Collaborate with application development teams across FNS and other program areas to implement new and existing business requirements.

• Work with business stakeholders to clarify requirements, communicate technical solutions, and ensure alignment with program needs.

• Participate in agile team activities, including application testing and defect resolution.

• Coordinate with release management teams on source control, code builds, and release activities.

• Support the full software development lifecycle, from requirements analysis and functional design through development, testing, and deployment.

Required Skills and Experience

• 7 years of experience developing web applications using J2EE, XML, and related tools.

• 7 years of experience as a Cúram V6, V7, or V8 Certified Developer; V8 certification preferred.

• 7 years of social enterprise management experience.

• 7 years of experience as a Cúram Developer across the full lifecycle, from requirements gathering through functional design and testing.

• 7 years of experience developing with both the Cúram Enterprise Framework and Cúram Solution Modules.

• 7 years of experience identifying problems and integrating technical skills to address and resolve issues.

• 7 years of experience translating and communicating complex technical concepts to technical personnel and non-IT business users.

• 7 years of experience creating technical documentation using Microsoft Office products, including Visio, Word, Excel, and PowerPoint.

• 7 years of experience building customer relationships and partnerships, responding to needs with urgency, and independently identifying options.

• 7 years of experience organizing, prioritizing, and following complex or detailed technical procedures.

• 5 years of experience using Cúram Enterprise Framework components, Cúram Intelligent Evidence Gathering (IEG2), and Cúram Express Rules for Triage (CERT).

• 5 years of technical knowledge in Eclipse, HTML, Cascading Style Sheets (CSS), and web services standards, including SOAP and WSDL.

Preferred Skills and Experience

Highly Desired

• 5 years of experience with Oracle database platforms and tools.

• 5 years of experience with state government IT functions.

Desired

• 3 years of experience using Git, Bitbucket, and JIRA.

• 3 years of experience with Cúram Web Services.

• 3 years of experience with AWS or other cloud development platforms.

• 3 years of experience in Python programming.

Nice to Have

• 3 years of experience with JavaScript and IBM WebSphere.
