Senior IT Project Manager - Project Portfolio Management Location: Harrisburg, PA (local candidates only) Work Arrangement: Hybrid - Primarily remote with ad hoc onsite reporting in Harrisburg, PA Schedule: 37.5 hours/week (7.5 hours/day, 5 days/week) Interview: Virtual Contract: Nov 2, 2026 - Jun 30, 2027. Historically, these roles are extended for an additional year. Visas Accepted: USC, GC, GC EAD, H1B Role Overview Our client is seeking an experienced Senior IT Project Manager to support the expansion of an enterprise Project Portfolio Management (PPM) platform. Following the deployment of traditional project management capabilities, the team is expanding the platform to support portfolio, program, and agile management processes. This role will help lead the definition, delivery, pilot implementation, and enterprise rollout of these capabilities while supporting decentralized project management offices. The position is primarily remote, with onsite attendance in Harrisburg, Pennsylvania, required on an ad hoc basis. Local candidates must be available to report onsite when requested. This opportunity is specifically focused on senior IT project management responsibilities rather than architecture, software development, or business analysis positions. Primary Responsibilities • Support project managers with planning and scheduling adoption using Microsoft Project-like capabilities through demonstrations, office hours, and one-on-one assistance. • Support the rollout and adoption of project change request workflows within the enterprise PPM platform. • Apply portfolio, program, and/or agile management processes to help configure and develop corresponding modules within the enterprise PPM tool. • Collaborate with the PPM tool development team throughout the software development lifecycle, from requirements definition through testing. • Pilot the rollout of new PPM modules, support expanded enterprise adoption, and assist decentralized project management offices in replicating established processes. • Develop and deliver role-specific training, practical tips and tricks, and knowledge-base articles to help users take advantage of PPM capabilities. • Support governance committees responsible for assessing, approving, and prioritizing PPM tool capabilities. • Perform other duties as assigned. Required Technical Skills • IT Project Management: Expert-level IT project management experience gained in an actual project manager role, with responsibility for managing and delivering IT projects. • Program, Portfolio, or Agile Project Management: Practical experience applying program management, portfolio management, or agile project management processes. • Software Testing, Training, and Documentation: Experience with software testing, delivering training, and developing user guides. • Project Scheduling: High proficiency in project scheduling using Microsoft Project or another enterprise-class Project Portfolio Management tool. • Microsoft Office and Visio: Working knowledge of Microsoft Visio and the Microsoft Office suite. Preferred Qualifications • Highly desired: PMP, PgMP, PfMP, Scrum, or SAFe certification. • Highly desired: Experience with ServiceNow Strategic Portfolio Management (SPM).
