Position Summary

Frederick is growing. Help us build it right. As our Senior Development Review Engineer, you will help shape the streets, infrastructure, neighborhoods, businesses, and public improvements that will define Frederick for decades. This is more than plan review. You will serve as the Town's primary engineering voice throughout the development process, performing and leading engineering review, technical analysis, negotiation, and project management associated with development.

The position exercises a high degree of independent professional judgment in evaluating development proposals, resolving technical issues, interpreting engineering standards, and developing practical solutions that support safe, sustainable, and well-designed growth. Working collaboratively with Planning, Public Works and Engineering, Building, Parks, Utilities, outside agencies, developers, consultants, and community partners, the Senior Development Review Engineer helps move projects from pre-application and plan review through construction, public improvement acceptance, and project closeout.

The role also helps strengthen Frederick's development review process by identifying opportunities to improve efficiency, clarify responsibilities, enhance coordination, and create a more effective experience for applicants and internal review teams.

Key Responsibilities The duties listed herein are illustrative of the essential duties of the job and do not include other nonessential or peripheral duties that may be required or assigned.

  • Performs and leads engineering review of development applications, including site and subdivision plans, grading and drainage plans, utilities, transportation improvements, traffic studies, geotechnical reports, floodplain considerations, water rights, and other engineering documents for conformance with Town standards, applicable regulations, and accepted engineering practices.
  • Serves as the Town's primary engineering representative for development projects, providing professional engineering analysis, technical direction, recommendations, and problem-solving from pre-application through construction and project closeout.
  • Leads and coordinates the engineering review process, including internal and external reviews, review cycles and deadlines, technical comments, outstanding requirements, and resolution of conflicting or competing comments among departments, consultants, and outside agencies.
  • Manages engineering consultant support for development review, including assignments, scope, schedules, deliverables, technical comments, utilization, and performance, using consultants to supplement internal expertise and capacity as appropriate.
  • Participates in development-related meetings, including pre-application, Development Review Committee, applicant, neighborhood, pre-construction, and construction meetings, and clearly communicates engineering requirements, technical concerns, alternatives, and next steps.
  • Leads negotiation of engineering, infrastructure, public improvement, and technical provisions of development agreements and related documents, coordinating with Planning, Legal, Finance, Public Works and Engineering, and other appropriate staff on matters outside the position's technical authority.
  • Participates in construction-phase activities and public improvement acceptance, including inspections, infrastructure issues, record drawings, grading certifications, warranties, collateral requirements, and verification that improvements are constructed in accordance with approved plans and Town standards.
  • Ensures responsible project closeout by clearly documenting and communicating ongoing ownership, maintenance, warranty, outstanding obligations, and future handoff responsibilities to appropriate internal and external parties.
  • Provides professional engineering recommendations to Town leadership, Planning Commission, and the Board of Trustees and represents the Town at formal meetings involving development projects and engineering matters.
  • Tracks development review workload, timelines, consultant utilization, project status, and service levels to identify capacity needs, recurring issues, and opportunities to improve performance.
  • Collaborates with Town departments to improve development review processes, clarify roles and responsibilities, streamline workflows, strengthen coordination, and implement approved process improvements.
  • Provides technical guidance and subject matter expertise to staff, consultants, interns, and others involved in development review and may lead project-based work or coordinate technical assignments.
  • Maintains current knowledge of engineering practices, regulatory requirements, development trends, infrastructure standards, and industry practices relevant to municipal development review.
  • Performs other related duties as assigned.
Education
  • Bachelor’s Degree in Civil Engineering.
Work Experience
  • Minimum of five (5) years of progressively responsible professional civil engineering experience involving development review, land development, municipal engineering, infrastructure design, construction engineering, project management, or a closely related field.
  • Experience independently reviewing complex development plans, engineering studies, construction documents, and infrastructure improvements is required.
  • Experience working collaboratively with developers, consulting engineers, planners, public agencies, utilities, contractors, and multidisciplinary review teams is strongly preferred.
  • Municipal development review experience is preferred but not required. Relevant private-sector land development, consulting engineering, or similar experience that demonstrates the required technical knowledge and ability to navigate complex development projects may be considered.
Certifications/Licenses
  • Current Professional Engineer license in the State of Colorado in good standing at the time of hire, or the ability to obtain Colorado licensure through comity prior to beginning employment.
  • Valid driver's license and ability to maintain an acceptable driving record throughout employment.
