Position Description

The Senior Community Manager oversees the management of a portfolio of Jubilee Housing properties and is accountable for each property’s financial performance. The incumbent will ensure the financial, physical, and overall operational health of the assigned portfolio, with ownership of the full property-level finance cycle, including rent posting, receivables, payables, reconciliations, and month-end close, in partnership with the Finance department. The Senior Community Manager supervises and collaborates with a team of Community Managers, Assistant Community Managers, and the Facilities Team, and leads LIHTC certification and LRSP compliance activities for the portfolio.


Specific Duties

Leadership and Operations

  • Provide leadership, supervision, coaching, and performance management for Community Managers and Assistant Community Managers across a portfolio of affordable housing communities.
  • Oversee daily property operations, occupancy, leasing, resident relations, maintenance coordination, risk management, capital improvement activities, and regulatory compliance.
  • Lead responses to critical incidents, emergency situations, resident concerns, and property-related crises while ensuring timely documentation and communication.

Financial Management and Property Accounting

  • Own the full property-level financial cycle for each property in the portfolio, including rent charges, payment posting, deposits, receivables, payables, reconciliations, and month-end close, in partnership with the Finance department.
  • Ensure timely and accurate posting of resident rent, tenant payments, subsidy payments (HAP, LRSP, DCHA), concessions, fees, and adjustments in OneSite; correct posting errors before month-end close.
  • Reconcile rent rolls, resident ledgers, subsidy receipts, bank deposits, and general ledger balances monthly; research and resolve discrepancies, unapplied cash, and prior-period errors.
  • Manage the subsidy billing and collection cycle, including HAP and LRSP voucher submission, receipt tracking, reconciliation of tenant and subsidy portions, and recovery of underpayments, retroactive adjustments, and abatements.
  • Develop, monitor, and manage property operating budgets; analyze monthly financial statements and GL detail; prepare written variance explanations and reforecasts; and implement corrective action plans to achieve budget goals.
  • Monitor revenue, bad debt, delinquency, occupancy, leasing velocity, resident retention, and expense controls across the portfolio.
  • Manage collections, payment plans, security deposit accounting, move-out dispositions, write-offs, and collection referrals in accordance with company policy and DC law.
  • Review and approve invoices, accounts payable transactions, GL coding, cash management activities, deposits, and receivable collections in accordance with company policies and internal controls.
  • Support annual financial audits and lender, investor, and agency reviews by preparing reconciliations, schedules, and supporting documentation.

Compliance and Certifications

  • Ensure compliance with LIHTC, DCHA, HUD, local housing authority, fair housing, and other applicable federal, state, and local affordable housing requirements.
  • Oversee LIHTC initial certifications and annual recertifications, including income and asset verification, rent limit and utility allowance application, and Tenant Income Certification (TIC) completion, with files that meet investor, syndicator, and agency audit standards.
  • Administer the Local Rent Supplement Program (LRSP) process, including lease-up, eligibility documentation, annual recertifications, rent determinations, and contract rent reconciliation, in coordination with Compliance and DCHA.
  • Ensure resident rent charges in OneSite align with current certifications, LIHTC rent limits, utility allowances, and subsidy contract rents; identify and correct discrepancies, including back-billing and credits.
  • Ensure all annual recertifications, interim certifications, move-ins, move-outs, audits, and file reviews are completed accurately and on time.

Facilities and Resident Relations

  • Conduct regular site inspections to evaluate curb appeal, housekeeping standards, life-safety compliance, unit conditions, and overall asset preservation.
  • Partner with Facilities leadership to prioritize maintenance, preventive maintenance programs, and capital projects.
  • Collaborate with Resident Services staff, resident associations, and community stakeholders to foster resident engagement and housing stability.

Reporting

Prepare monthly financial and operating reports, dashboards, and recommendations for senior leadership, including variance explanations, delinquency and aging, occupancy, and compliance status.


Desired Qualifications

  • Advanced oral and written communication and public relations skills
  • Always communicate with staff and residents in professional and respectful manner
  • Proficient with Microsoft Office suite, including Outlook, Word, and advanced Excel (pivot tables, lookups, reconciliation workbooks), and property management software (RealPage OneSite, including financial and accounting functions, and Grace Hill)
  • Demonstrated proficiency in property-level accounting: rent posting, accounts receivable and payable, bank and ledger reconciliations, month-end close, and accrual-basis concepts
  • Strong analytical skills; able to read and interpret financial statements, GL detail, rent rolls, and aged receivables, and to explain variances to leadership
  • Working knowledge of LIHTC income and rent limits, HUD and HAP subsidy requirements, DCHA, and the DC Local Rent Supplement Program (LRSP)
  • Able to work on several projects simultaneously, maintaining timeliness and accuracy
  • Able to work independently, anticipate problems, and implement effective solutions
  • Able to work a flexible schedule as needed to meet business and resident’s needs
  • Attention to detail on all work projects

Education, Certifications/ Licenses, Related Experience:

  • High school diploma or GED required; associate’s degree preferred. Direct, hands-on experience in affordable housing property management and property-level finance is weighted more heavily than formal education.
  • At least five years of property management and affordable housing management experience is required, including direct responsibility for property-level financials, rent posting, and reconciliations. Additionally, prefer a minimum of 2 years of experience managing multiple sites and over 100 units.
  • At least three years of LIHTC certification and recertification experience required; LRSP and/or HAP subsidy administration experience strongly preferred.
  • Experience managing a property undergoing renovation is preferred, but not required.
  • Relevant certifications for property management and affordable housing. Examples include the LIHTC, HCCP or SHCM Certification as well as CAM and/or Apartment Residential Manager (ARM) certifications.

Physical Job Requirements:

  • Able to remain in a stationary (standing and seated) position more than half the time
  • May need to move about the office(s) less than half the time
  • Able to operate a motor vehicle. Possess a driver’s license and personal car insurance.
  • May need to kneel, crawl, or crouch down less than half the time
  • Must be able to maneuver (lift, move, carry, slide, etc.) 15 – 30 pounds as needed
  • Able to operate equipment/machinery that requires the constant use of hands/fingers/wrists (ex.’s: typing, filing, etc.) more than half the time
  • Able to spend more than half the time viewing computer monitors
