Justification for two Needs:
While governance will operate under a single enterprise framework, UM and CM are increasingly working through separate business, operational, and delivery structures. Each area has:
Unique stakeholders
Independent workstreams
Distinct reporting requirements
Different source systems and workflows
Separate Epic conversion activities
Independent data mapping and validation efforts
A single analyst would quickly become a bottleneck for stakeholder engagement, governance facilitation, documentation management, mapping reviews, issue resolution, and executive reporting.
More importantly, if dedicated governance support is not embedded within both UM and CM, there is a significant risk that each organization independently develops definitions, mapping approaches, and documentation practices, creating the exact governance fragmentation we are attempting to avoid. This risk has already been identified in prior governance discussions regarding maintaining one clinical data ecosystem while supporting separate delivery models.
Role Responsibilities:
The two analysts would operate within a common governance framework while supporting their respective domains. Key responsibilities would include:
Facilitating engagement with business and technology stakeholders
Tracking governance decisions, dependencies, risks, and action items
Managing source-to-target mapping inventories and documentation
Maintaining data lineage and source-of-truth artifacts
Consolidating Epic conversion documentation across multiple teams
Supporting data stewardship and ownership assignment
Driving follow-up on open issues and gaps
Maintaining governance repositories, decision logs, and status reporting
Producing governance readiness metrics and executive updates
Additionally, the analysts would maintain and govern centralized documentation repositories, including integrated source-of-truth workbooks and mapping artifacts, ensuring data lineage and source ownership remain transparent and traceable. The recently established Epic integrated source-of-truth repository is an example of the type of asset this team would govern and maintain going forward.
Expectations/Outcomes:
Approval of these resources will enable us to:
Scale governance support across both UM and CM
Accelerate Epic source-to-target mapping and readiness activities
Maintain a single governance framework despite separate delivery paths
Establish clear ownership and stewardship accountability
Create a trusted source of truth for enterprise clinical data
Reduce risks associated with duplicate logic, inconsistent data definitions, and fragmented documentation
Improve audit, compliance, and reporting readiness
