Job Title: Senior Business Data Analyst
Location : Work From Home
Duration : 6 months assignment (opportunity for ext or perm, but not guaranteed - based off performance/evaluation and team need/budget)

Job Description:
Product/Business Analysts to assist the Director of Clinical Data Product to effectively maintain a single clinical data strategy, governance model, and source of truth while UM and CM operate through separate delivery paths. These resources will drive governance consistency, accelerate Epic readiness, reduce data and delivery risk, and establish sustainable stewardship of our enterprise clinical data assets. Please reach out if you have any questions or concerns.

Resource Needs:
Two Senior Business Data Analysts, one aligned to Utilization Management (UM) and one aligned to Care Management (CM), to support Epic transition activities while establishing and operationalizing a unified Clinical Data Governance framework.

Business Rationale:
As we continue Epic transition planning and execution, teams across UM, CM, Reporting, Compliance, Medicaid, Clinical Operations, CDM/CDP, and Data Engineering are actively defining data requirements, source-to-Client mappings, reporting needs, conversion strategies, and operational workflows.

At the same time, we are intentionally working toward a single clinical data governance model, single source of truth, and consistent data stewardship process across clinical. This objective has been consistently identified as critical to preventing fragmented ownership, inconsistent data definitions, duplicate logic, and disconnected delivery paths as UM and CM evolve into separate operational workstreams.

To be successful, governance cannot exist solely as a leadership concept. It requires dedicated operational capacity to coordinate stakeholders, manage documentation, maintain traceability, drive follow-up actions, and ensure decisions are captured and consistently applied across both domains.

Role Responsibilities:
The two analysts would operate within a common governance framework while supporting their respective domains. Key responsibilities would include:
  • Facilitating engagement with business and technology stakeholders
  • Tracking governance decisions, dependencies, risks, and action items
  • Managing source-to-Client mapping inventories and documentation
  • Maintaining data lineage and source-of-truth artifacts
  • Consolidating Epic conversion documentation across multiple teams
  • Supporting data stewardship and ownership assignment
  • Driving follow-up on open issues and gaps
  • Maintaining governance repositories, decision logs, and status reporting
  • Producing governance readiness metrics and executive updates
Additionally, the analysts would maintain and govern centralized documentation repositories, including integrated source-of-truth workbooks and mapping artifacts, ensuring data lineage and source ownership remain transparent and traceable. The recently established Epic integrated source-of-truth repository is an example of the type of asset this team would govern and maintain going forward.

Expectations/Outcomes:
Approval of these resources will enable us to:
  • Scale governance support across both UM and CM
  • Accelerate Epic source-to-Client mapping and readiness activities
  • Maintain a single governance framework despite separate delivery paths
  • Establish clear ownership and stewardship accountability
  • Create a trusted source of truth for enterprise clinical data
  • Reduce risks associated with duplicate logic, inconsistent data definitions, and fragmented documentation
  • Improve audit, compliance, and reporting readiness
Required Qualifications:
  • Experience as a Business Analyst, Product Analyst, Systems Analyst, or similar role supporting technology, content management, knowledge management, or platform implementation initiatives.
  • Demonstrated experience gathering, documenting, and managing business requirements across multiple stakeholder groups.
  • Strong facilitation skills, including the ability to lead discovery sessions, stakeholder interviews, and cross-functional working meetings.
  • Experience documenting business processes, workflows, user stories, acceptance criteria, risks, issues, and decisions.
  • Ability to communicate technical and functional concepts clearly to business stakeholders.
  • Strong organizational skills with the ability to manage multiple workstreams, stakeholder groups, and timelines.
  • Experience supporting system migration, platform implementation, or enterprise change initiatives.
  • Proficiency with Microsoft Office tools, collaboration platforms, and requirements documentation tools.
  • Strong analytical, problem-solving, and relationship-building skills.
Preferred Qualifications:
  • Experience with knowledge management, document management, content management, or enterprise authoring platforms.
  • Experience supporting large-scale technology transitions or content migrations.
  • Familiarity with metadata, taxonomy, content lifecycle management, access controls, approval workflows, and document governance.
  • Experience working in a healthcare, insurance, operations, claims, or regulated business environment.
  • Familiarity with Agile, hybrid, or waterfall delivery methodologies.
  • Experience supporting change management, communications, training readiness, or stakeholder adoption activities.
Key Competencies:
  • Stakeholder engagement and relationship management
  • Requirements elicitation and documentation
  • Process analysis and workflow mapping
  • Clear written and verbal communication
  • Facilitation and meeting management
  • Attention to detail and follow-through
  • Change readiness and adoption support
  • Risk, issue, and dependency tracking
  • Cross-functional collaboration
  • Customer-focused problem solving
Example Deliverables:
  • Stakeholder engagement plan
  • Requirements documentation
  • Current-state and future-state process flows
  • Content migration requirements
  • Authoring stakeholder inventory
  • Metadata and taxonomy requirement inputs
  • Access and permissions requirement documentation
  • User stories and acceptance criteria
  • Meeting summaries and decision logs
  • Risk, issue, action item, and dependency trackers
  • UAT scenarios and validation support materials
  • Migration readiness checklist
  • Communications and training input materials
