Location: Rmelan, Hasakah Governorate, Northeast Syria

Job Summary

The Security Operations Supervisor is responsible for the direct operational supervision, coordination, inspection, and performance management of a large-scale security workforce supporting HKN's oil and gas operations throughout Northeast Syria.

The position provides field-level leadership and oversight of static security operations across oil production facilities, well sites, gas processing facilities, checkpoints, access control points, and other designated HKN locations. The Supervisor ensures that all security personnel, including locally employed subcontractor personnel, perform their assigned duties in accordance with HKN requirements, approved post orders, security procedures, applicable laws, and Consortium operating standards.

The successful candidate must possess extensive experience managing large, geographically dispersed security forces in complex or high-risk environments, preferably supporting oil and gas or other critical infrastructure operations. The position requires a hands-on leader capable of supervising local security personnel, enforcing operational discipline, conducting inspections, resolving performance deficiencies, and maintaining effective working relationships with HKN management, local authorities, and community representatives.

The Security Operations Supervisor is expected to spend significant time conducting field inspections and supervising security operations rather than performing duties exclusively from the Operations Support Centre.

Duties and Responsibilities

  • Provide direct operational oversight of the security force assigned to HKN facilities and operational locations throughout Northeast Syria. The current contract scope includes 539 Access Control Manpower positions distributed across Quick Reaction Force operations, material escorts, checkpoints, well security, the gas plant, Tal Adas, Sazaba, violations follow-up, and watchkeeping functions.
  • Ensure all security positions are staffed by appropriately vetted, trained, qualified, and authorized personnel in accordance with approved staffing schedules and operational requirements.
  • Supervise local security subcontractor managers, site supervisors, shift leaders, and guards to ensure consistent implementation of approved security procedures and performance standards.
  • Conduct routine and unannounced inspections of security posts, including night shifts, remote facilities, and high-risk operational locations. Inspections will evaluate personnel accountability, alertness, professional conduct, weapons safety, equipment condition, communications, post documentation, and compliance with established procedures.
  • Identify operational deficiencies and initiate immediate corrective measures when necessary to protect HKN personnel, facilities, and operations.
  • Coordinate with the Security Operations Manager and subcontractor leadership to develop and maintain operational staffing plans, duty rosters, shift assignments, relief coverage, and contingency staffing arrangements.
  • Verify personnel attendance and post coverage through regular review of staffing reports, attendance records, supervisory inspections, and information received from the Operations Support Centre.
  • Ensure appropriate personnel are available to address absences, illness, emergency leave, training requirements, and unexpected staffing shortages without compromising required security coverage.
  • Monitor shift patterns, fatigue, and workforce welfare to support compliance with applicable labor requirements and HKN operational standards.
  • Coordinate security staffing adjustments resulting from changing operational requirements, emerging threats, facility activities, and HKN-directed priorities.
  • Oversee implementation and enforcement of site-specific security plans, post orders, access control procedures, and physical security measures at HKN facilities.
  • Ensure security personnel properly verify identification and access authorization, control vehicle and pedestrian entry, maintain visitor and material movement records, and implement established search and inspection procedures.
  • Conduct periodic physical security assessments to identify vulnerabilities involving perimeter protection, access points, lighting, barriers, surveillance equipment, guard placement, and security procedures.
  • Coordinate with HKN facility representatives to address security concerns affecting production facilities, personnel accommodations, equipment, materials, and other critical assets.
  • Ensure security personnel understand the importance of protecting oil and gas operations while minimizing unnecessary interference with authorized production, maintenance, and logistics activities.
  • Serve as a principal field-level representative responsible for monitoring the operational performance of local security subcontractors.
  • Evaluate subcontractor compliance with contractual staffing requirements, personnel qualifications, post orders, training standards, equipment accountability, and HKN security expectations.
  • Conduct documented inspections and performance assessments, identify deficiencies, and coordinate corrective action plans with subcontractor management.
  • Monitor the effectiveness of subcontractor supervisors and shift leaders, ensuring they exercise appropriate leadership, maintain discipline, and address performance problems promptly.
  • Recommend retraining, reassignment, disciplinary action, or removal of personnel who fail to meet established security requirements, in accordance with Consortium procedures and applicable employment arrangements.
  • Support the Security Operations Manager in evaluating subcontractor performance and maintaining accountability for security services delivered under the contract.
  • Provide field-level leadership during security incidents, emergencies, disturbances, unauthorized access attempts, security breaches, and other events affecting HKN operations.
  • Coordinate incident response with the Operations Support Centre, Quick Reaction Force personnel, HKN security management, and appropriate local authorities.
  • Ensure security personnel follow approved emergency response procedures, use-of-force requirements, incident notification protocols, and escalation procedures.
  • Respond to significant incidents as directed, assess conditions, coordinate security resources, and provide accurate operational updates to management.
  • Ensure incidents are properly documented, evidence is preserved when appropriate, and reports are submitted within contractual reporting timelines.
  • Participate in incident investigations, after-action reviews, and the development of corrective measures intended to prevent recurrence.
  • Work closely with the Consortium Training Manager to assess the operational proficiency of security personnel and identify individual and collective training requirements.
  • Provide direct mentoring and practical coaching to local security supervisors, team leaders, and guards, emphasizing leadership, professional conduct, operational discipline, communications, access control, incident response, and compliance with post orders.
  • Observe personnel performing their assigned duties and provide constructive feedback to improve operational effectiveness.
  • Assist in implementing practical exercises, emergency drills, post-specific training, and competency assessments.
  • Identify personnel with leadership potential and support their development into senior guard, shift supervisor, site supervisor, and other supervisory positions.
  • Verify that personnel assigned to security duties possess the required training, certifications, and authorizations, and report deficiencies to the Training Manager and Security Operations Manager.
  • Monitor the operational readiness and accountability of Quick Reaction Force personnel assigned within the static security establishment.
  • Ensure QRF personnel are appropriately staffed, equipped, trained, and prepared to respond in accordance with approved response procedures.
  • Coordinate with the Operations Support Centre to confirm QRF availability, communications readiness, and incident response arrangements.
  • Support coordination between static security0 personnel, QRF elements, and Protective Security Detail teams when operations require additional security support.
  • Participate in operational exercises and evaluate the effectiveness of coordination between site security personnel and responding resources.
  • Monitor compliance with approved weapons handling, storage, issuance, and accountability procedures applicable to armed security personnel.
  • Conduct or participate in inspections of weapons, ammunition records, communications equipment, protective equipment, and other security resources.
  • Ensure personnel assigned armed duties possess the appropriate authorization and current weapons qualifications.
  • Identify unserviceable, damaged, missing, or improperly maintained equipment and coordinate corrective action through the appropriate management channels.
  • Verify that security posts maintain reliable communications with the Operations Support Centre and that personnel understand established emergency communications and reporting procedures.
  • Maintain professional working relationships with relevant local security authorities, including Asayish representatives, community leaders, and other authorized stakeholders as directed by Consortium management.
  • Support coordination concerning security personnel authorization, facility access, local security concerns, and incidents involving community members or local authorities.
  • Use cultural awareness and local knowledge to assist in resolving misunderstandings, personnel disputes, and community concerns before they adversely affect HKN operations.
  • Ensure all engagement with authorities and community representatives is conducted professionally, lawfully, and in accordance with HKN and Consortium policies.
  • The Supervisor will not independently make contractual commitments, authorize payments, or negotiate arrangements with government or security authorities without appropriate management authorization.
  • Prepare and submit accurate operational reports covering security inspections, staffing deficiencies, incidents, equipment condition, training observations, and corrective actions.
  • Maintain inspection records and monitor assigned corrective actions through completion.
  • Provide regular operational updates to the Security Operations Manager and participate in management meetings, security assessments, and performance reviews.
  • Support implementation of the project Quality Control Plan and Health, Safety and Environmental Management Plan.
  • Ensure security personnel comply with HKN safety requirements, including appropriate personal protective equipment, safe vehicle operations, fatigue management, heat stress prevention, and site-specific hazards associated with oil and gas facilities.
  • Exercise stop-work or stop-activity authority when an immediate threat to personnel safety exists, consistent with approved procedures.

Qualifications

  • A minimum of eight years of progressively responsible experience in security operations, military security, law enforcement, critical infrastructure protection, or a closely related field is required.
  • At least five years of demonstrated supervisory or management experience overseeing security personnel, including experience managing multiple sites, shift operations, and geographically dispersed security teams.
  • Demonstrated experience supervising large security workforces, preferably involving 100 or more personnel, with responsibility for staffing accountability, operational inspections, performance management, and incident response.
  • Prior experience supporting oil and gas production facilities, energy infrastructure, industrial installations, or similarly complex critical infrastructure is strongly preferred.
  • Experience operating in Northeast Syria, the Kurdistan Region of Iraq, or comparable high-risk environments is highly desirable. Direct familiarity with Hasakah Governorate, Rmelan, Qamishli, and surrounding operating areas is preferred.
  • Prior military or law enforcement supervisory experience is desirable but is not a substitute for demonstrated large-scale security management capability.
  • Must be proficient in spoken and written English, including the ability to communicate with expatriate management, prepare operational reports, conduct briefings, and understand written security procedures. Must be fluent in spoken Kurdish, preferably the Kurmanji dialect used in Northeast Syria, and capable of effectively supervising and communicating with local security personnel. Language proficiency will be assessed during the interview and selection process.
  • The successful candidate must demonstrate sound knowledge of static security operations, access control, physical security inspections, security workforce management, emergency response coordination, incident reporting, and operational risk assessment.
  • Candidates must possess practical knowledge of security post orders, guard force supervision, weapons safety and accountability, communications procedures, and the management of security personnel operating in high-risk environments.
  • Experience working with security operations centers, electronic reporting systems, GPS tracking platforms, and Microsoft Office applications is required or must be demonstrated through equivalent operational systems experience.
  • The candidate must be capable of preparing professional written reports, maintaining accurate operational records, and communicating clearly with both local personnel and senior management.
