Security Cooperation Planning Analyst

As a Security Cooperation Analyst, you’ll bring your program management and process improvement, leadership, and stakeholder engagement expertise to work on projects to enhance DoW’s planning, coordination, and delivery of strategic capacity building programs. You will monitor and synchronize institutional capacity building authorities with broader security cooperation objectives, processes, and programs. You’ll develop and improve planning and resourcing strategies for the security cooperation enterprise, draft guidance and implementation instructions and analyzing data inputs against available funding.

 

You’ll be a trusted advisor to our clients, and we’ll look to you to identify, analyze, and evaluate complex security cooperation systems, policies, and processes across multiple fiscal years. You’ll collaborate with team members on process improvements, innovation, and oversee products and deliverables to Congress.

You Have: 

  • 3+ years of experience with Title 10 or Title 22 Security Cooperation programs
  • 3+ years of experience with strategic planning and analysis to align strategic objectives to program and resourcing plans
  • 3+ years of experience with program management of complex workstreams and lines of effort, taking guidance and developing workplans, implementing plans, identifying risk, communicating strategies, and managing deliverables
  • 3+ years of experience with stakeholder engagement and communication across DoW organizations
  • 1+ years of experience working on legislative affairs, analysis related to Congressional priorities, or Congressional reporting
  • Ability to flexibly adapt to an evolving organizational structure, demonstrate leadership and vision to align goals with organizational objectives, and inspire team members’ innovation, creativity, and purpose
  • Secret clearance
  • Bachelor’s degree

 

Nice If You Have: 

  • Experience with Title 10 Security Cooperation program planning at a Geographic Combatant Command or Service Headquarters
  • Experience with legislative affairs and priorities and responding to Congressional inquiries
  • Knowledge of institutional capacity building approaches and programs
  • Knowledge of Title 10 Security Cooperation processes, database planning systems, funding, and government appropriation cycle
  • Possession of excellent verbal and written communication and interpersonal skills to foster collaboration, trust, and feedback among team members
  • Bachelor’s degree in International Affairs preferred; Master’s degree in Foreign Affairs a plus
  • SC-101, Change Management Process Improvement (CMAP), or Project Management Professional (PMP) Certification

 

Clearance:
Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $86,800.00 to $198,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
