Position Overview:The Safety Manager is responsible for the development, implementation, and continuous improvement of Health, Safety, and Emergency Management systems across all operations. This role provides full oversight of underground mining, surface and processing plants, exploration, road transport corridors, and camp operations. The position ensures compliance with regulatory requirements, international best practices, and internal standards while driving a proactive safety culture focused on risk prevention and operational excellence. Key Responsibilities: Safety Leadership & Culture:
  • Lead and embed a "zero harm" safety culture across all operations.
  • Provide visible leadership through site engagement, toolbox talks, and safety interactions.
  • Drive behavior-based safety programs and workforce accountability.
  • Mentor and develop supervisors to take ownership of safety performance.
HSE Management System & Compliance:
  • Develop, implement, and maintain the site-wide HSE Management System (HSEMS).
  • Ensure alignment with PNG Mining Act and Regulations, workplace health and safety requirements, and ISO 45001 aligned practices.
  • Maintain all policies, SOPs, risk registers, and safety documentation.
Risk Management:
  • Lead site-wide hazard identification and risk assessments (HIRA/JSA/JHA).
  • Maintain the Risk Register and ensure critical controls are defined and verified.
  • Oversee high-risk activities including underground operations, lifting, confined spaces, work at heights, and hazardous materials.
Operational Oversight:
  • Underground Mining:Ensure compliance with ventilation management, ground support, geotechnical controls, and explosives handling.
  • Surface & Plant:Oversee safety in processing plants, workshops, power generation, and fuel systems.
  • Logistics:Develop and enforce road safety management plans, driver competency programs, and fatigue management controls.
Incident & Emergency Management:
  • Lead incident investigations using ICAM or equivalent root cause analysis.
  • Track and close out corrective actions and report incidents to regulators.
  • Maintain the Emergency Response Plan (ERP) and coordinate regular drills for underground emergencies, medical evacuations, and fire incidents.
Mandatory Requirements:
  • Degree or Diploma in Occupational Health & Safety, Mining Engineering, or a related field.
  • Minimum 10+ years of experience in mining safety roles.
  • Proven experience in underground mining operations.
  • Strong knowledge of PNG mining and safety regulations.
Preferred Qualifications:
  • ICAM or equivalent investigation certification.
  • ISO 45001 Lead Auditor certification.
  • First Aid or Emergency Response qualifications.
Skills & Competencies:
  • Strong leadership, communication, and influence across all levels of the organization.
  • High level of risk awareness and decision-making capability in remote, complex operations.
  • Proficiency in reporting, documentation, and compliance management.
Working Conditions:
  • Site-based role on a rotational roster.
  • Exposure to underground mining environments, remote logistics, and high-risk operational activities.
Authority & Accountability:
  • Authority to stop work on any unsafe activity.
  • Direct accountability for site-wide safety performance and oversight of all HSE personnel.
