Raytheon is seeking a Material Program Manager (MPM) to support a special program within the Air & Space Defense Systems (ASDS) strategic business unit.  This role will require the individual work onsite in Raytheon’s Tucson, AZ location,

The MPM is accountable for ensuring overall program execution of materials management including cost/schedule/quality, and management of supplier performance. This MPM role will report directly to the Program MPM Leads, with accountability to the Program Management Office.

This is an elevated MPM role that requires practical knowledge and experience in navigating the execution of processes, projects, and tactics, understanding the impact of the work as it relates to AOP and other stake holder areas within the organization. The successful candidate will have financial, contracting, proposal development and negotiating experience and have project management responsibilities including, but not limited to risk and opportunity management, briefing in customer forums, and the ability to work in cross-functional teams. 

What You Will Do

• Manage execution of processes, standards, and operational plans in support of Procurement strategy, including RFPs, Risk and Opportunities, EAC, IMS management, negotiation strategy, cost accountability, program execution.
• Support proposal development by preparing BOEs, gathering supplier inputs, and ensuring cost, schedule, and technical alignment
• Identify and secure Supply Chain resources to support the capture plan and manage the Supply Chain content of the proposal pipeline.
• Review and assess request for proposals (RFP) and bid packages.
• Implement key performance indicators internally and with our supply base to ensure timely delivery to customers and adherence to the plan.
• Work closely with Operations, Planning and Finance functions to optimize planning and supply chain cycle to meet production requirements.
• Support and engage with various Integrated Project Teams (IPTs) to resolve supply chain issues and serve as supply chain SME for other functional areas.
• Support continuous process improvement initiatives within the program and Supply Chain organization.
• Assess and mitigate risk associated with Supplier agreements (delivery, quality, incentives, etc.) Negotiate complex agreements and manage throughout contract lifecycle.
• Support supply chain leads with internal and external audits regarding material and cost validations.
• Set objectives and guide others on the execution and approach to achieve developmental results.
• Explain policies, practices, and procedures and may influence others.
• Effectively manage and evaluate difficult scenarios that involve consideration of many variables.
• Lead multiple complex projects simultaneously.
• Obtain a special program clearance within 90 days of employment.
• Support proposal development, including BOE creation, cost/schedule planning, and coordination of supplier inputs.
• Build and maintain relationships amongst supply base and customer to ensure smooth and proactive communication throughout the supply chain.
• Obtain a special program clearance within 90 days of employment

Qualifications You Must Have

• Typically requires a university degree or equivalent experience and minimum 8 years prior relevant experience, or an advanced degree in a related field and a minimum of 5 experience
• Experience negotiating contract terms with customers and supply base
• Experience working with subcontracts including prime proposals phase
• Experience with FAR/DFAR compliance
• U.S. government issued security secret clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

• SAP experience.
• Experience working with Aerospace or Defense industry contracts.
• Experience managing suppliers with responsibilities including performance oversight, negotiation, issue resolution, and risk mitigation.
• Experience with EVMS fundamentals, and contractual requirements.
