Job Description:

Salary Range - $106,462 -$156,462(salary will be determined based on the successful candidate's skills, experience and qualifications)

PURPOSE OF POSITION

To manage the research, analysis, design, development and delivery of regulatory guidance and rules in an assigned sector (life & health insurance, mortgage brokers, financial planners/advisors) in support of overall Policy department strategies

KEY RESPONSIBILITIES

  • Oversees the planning, design, development and delivery of the FSRA policy agenda and principles-based, risk-focused, regulatory framework

  • Provides policy expertise and advice to FSRA management and staff in response to a range of Policy issues impacting the achievement of department directions and FSRA mandate; providing evidence-based recommendations for problem resolution and improvement to methods to deliver programs or services

  • As part of the management team, supports FSRA leadership in formulating strategy and developing tactics and provides leadership in executing programs or services to deliver on strategy and tactics.

  • Works in collaboration with colleagues on section / department / FSRA strategic priorities. 

  • Manages the research, environmental scans, monitoring, analysis and assessment of a broad range of issues, trends and developments, which affect the development of FSRA policies and programs, including evidence-based research and data provided by various sources as well as policies and procedures related to the interpretation and application of relevant legislation.

  • Manages the delivery of Policy initiatives for an assigned sector (e.g., Life & Health Insurance, Mortgage Brokers, Financial Planners/Advisors) related to industry Market Conduct; ensuring consistency with overall Policy Development performance measures, standards and best practices, and integration with overall FSRA directions.

  • Delivers policy research and analysis projects/initiatives to support policy development related to the regulation of financial service sectors in Ontario and related to industry market conduct.

  • Leads the development and oversight of plans and policies, including operational processes and procedures, policy development/review models, processes and methodologies and standards, to meet the overall operational plans and priorities of the section or department.  

  • Leads consultations and partnership projects with internal and external stakeholders for the development, review and analysis of new/revised legislation, regulations and policies, including but not limited to engagement with FSRA’s Consumer Advisory Panel, Stakeholder Advisory Committees, Technical Advisory Committees and any other relevant organizations.

  • Manages and coordinates consultations with other Canadian/international jurisdictions to research/analyze regulatory policy approaches and trends and to facilitate an integrated approach to policy/regulation applications across related jurisdictions.

  • Develops and manages relationships and consultation with stakeholders impacted by unit programs and operations to discuss and clarify program or service-related issues and needs.

  • Manages the unit and its staff to support an environment and culture of service excellence which respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding and productive working environment where personal and team accountability are key to meeting the mandate of FSRA. 

  • Builds a strong team including hiring, orientation, training and coaching of staff, determination of performance standards, conduct of performance reviews and management of performance and employee relations matters.

  • Works with the Director in operational planning, development and reporting on performance metrics, program effectiveness, risks and impacts related to unit, section and department matters. Recommends approval of financial transactions to the Director.   

  • Supports critical change and a collaborative, forward thinking culture within the unit, and works with others to achieve this across the section or department. 

  • Promotes and supports the implementation of innovation and continuous improvement throughout the unit and section or department. 

  • Leads and/or participates in projects within the section/department to represent the unit’s interests in program or service decision making.

QUALIFICATIONS      

Education and Experience

  • Postsecondary degree in finance, law, economics, public policy or related field, or equivalent experience.

  • 6 – 8 years’ experience in planning and managing the development of policy, programs, services, initiatives in the areas of financial services, public policy and/or regulatory oversight and in interpreting legislation/regulations, design programs/services directly or on behalf of government.  

  • Relevant industry experience preferred, with a focus on one or more of the following sectors – life and health insurance, mortgage brokers, financial planners / advisors.

  • Experience / expertise in leading successful consultations and partnerships with stakeholders.

Knowledge and Skills

  • Knowledge of government decision-making and policy development processes as well as legislative/regulatory design principles.

  • Skills and ability to manage and champion an effective organizational culture and vision.

  • Skilled in leading policy development and implementing strategies and directions or equivalent skills and experience.  

  • Excellent communication skills, both verbal and written, to convey complex processes and policy initiatives to a broad audience and to ensure information is effectively shared.

  • Leadership skills to build individual and team capabilities through direction, collaboration, feedback, and coaching, including managing performance, fostering an inclusive work environment, and handling human resources matters.

  • Expertise in leading complex, policy projects from initiation to completion, managing competing priorities and deadlines, monitoring progress, and using project management methodologies.

  • Proven experience in leading and implementing major policy initiatives, anticipating impacts, managing resistance, and driving innovation.

  • Strong political acuity, tact, and sound judgement to recognize and manage complex, sensitive, and high-profile policy related issues and provide appropriate strategic and risk management advice to senior executives.

  • Proven ability to build and maintain strong relationships with diverse internal and external stakeholders, partners to build consensus and gain support for policy initiatives.
