Program Background

The Australia–Indonesia Partnership for Health Transformation (KITA SEHAT) is a bilateral initiative between the Governments of Australia and Indonesia to strengthen Indonesia’s human and animal health systems, policy, and governance. Funded by the Australian Department of Foreign Affairs and Trade (DFAT), the program supports national and selected subnational priorities through technical assistance, policy development, institutional strengthening, and partnerships with government and other stakeholders.

KITA SEHAT works across primary health care, health system enablers, and health security, with a focus on One Health, Gender Equality, Disability and Social Inclusion (GEDSI), climate resilience, and locally led development.

The Role

KITA SEHAT seeks to engage a suitably qualified organisation, institution, university, or firm to support the Directorate General of Livestock and Animal Health Services (DGLAHS), Ministry of Agriculture, in developing a draft policy/legal instrument establishing the hierarchy, referral system, and governance arrangements for Indonesia’s Animal Health Laboratory Network.

The assignment will contribute to the development of a coordinated laboratory network with clearly defined roles, reporting lines, and referral pathways across national, regional, provincial, and district laboratories. It will also address biobanking, external quality assurance (EQA), proficiency testing, supportive supervision, and sustainable cost-coverage arrangements.

The successful Tenderer will be expected to:

  • Review the existing legal and regulatory framework for animal health laboratories and identify gaps to be addressed through the proposed policy/legal instrument.

  • Consult with DGLAHS, relevant government directorates, national and regional reference laboratories, and selected provincial and district laboratories.

  • Develop the proposed laboratory network hierarchy, governance arrangements, and referral system.

  • Develop recommendations for biobanking, EQA, proficiency testing, supportive supervision, and sustainable financing arrangements.

  • Prepare an Indonesian Veterinary Laboratory Network (IVLN) establishment roadmap and policy brief, alongside the draft policy/legal instrument.

  • Facilitate stakeholder validation and support the finalisation of the deliverables for DGLAHS’s internal review and legal harmonisation processes.

 

The assignment is expected to be completed over approximately six months from contract commencement.

About You

The organisation/firm should demonstrate:

  1. Relevant organisational experience: At least 10 years of experience reviewing or supporting the development of animal health policy, regulations, or legal instruments in Indonesia or comparable contexts.

  2. Animal health laboratory expertise: Demonstrated knowledge of laboratory network governance, hierarchy, referral systems, biobanking, biosafety and biosecurity, EQA, proficiency testing, and laboratory accreditation.

  3. Policy and legal drafting capability: Experience with Indonesian legal and policy drafting processes, government consultation, regulatory harmonisation, and the development of draft regulations or decrees.

  4. Financing and implementation planning: Experience analysing laboratory or health service financing, cost-recovery mechanisms, cost-sharing arrangements, and phased implementation roadmaps.

  5. Government and stakeholder engagement: Proven ability to work with national and subnational government counterparts, technical institutions, and multidisciplinary stakeholders.

  6. Cross-cutting expertise: Understanding of GEDSI, inclusive workforce development, and climate resilience in policy, institutional strengthening, or health system governance.

  7. Experience working with the Ministry of Agriculture/DGLAHS, Disease Investigation Centres (BBV/BV/DICs), animal health laboratories, and One Health stakeholders in Indonesia is strongly preferred.

 

Proposals should include:

  • Organisational profile and relevant experience.

  • Technical approach and methodology, including a six-month work plan.

  • Proposed team structure, key personnel, and CVs.

  • Details of at least three comparable assignments completed within the last ten years.

  • A detailed Financial Proposal in PDF and Excel formats.
