Primary Talent Partners has a new contract opening for aContracts Administrator - III (Senior) to join a global health care company in Plymouth Meeting, PA. This is a 7-month contract to start with the potential for extensions. 

Pay:$50.50 - $65.17/hr; W2 contract, no PTO, no Benefits. ACA-compliant supplemental package available for enrollment. Candidates must be legally authorized to work in the United States and must be able to sit on Primary Talent Partners W2 without sponsorship.

Schedule: Core working hours are 8am-5pm; with ability to Flex by adding 1-2 hour M-Th to take Friday afternoons off


Description:
The Senior Contract Specialist is responsible for managing, analyzing, and overseeing the execution of complex Purchase Based agreements that support the company’s pharmaceutical sales and market access strategies. This role partners closely with Sales, Pricing, Market Access, Government Pricing, Finance, Legal, Audit, and Compliance to ensure contracts are accurate, compliant, and aligned with business objectives. The position plays a critical role in revenue protection, regulatory compliance, and operational efficiency.


Key Responsibilities
Contract Management
  • Oversee the end-to-end lifecycle of Purchase-Based contracts, with particular emphasis on Government and Federal contracting.
  • Ensure Purchase Based contract terms align with approved pricing strategies, rebate structures, and government pricing, legal, and regulatory requirements.
  • Interpret and apply contract terms related to pricing, chargebacks, rebates, fees, performance metrics, and service levels.
  • Manage complex Government, Specialty Pharmacy, IRP, GPO, IDN, and Distributor agreements through close collaboration with internal and external stakeholders.
  • Maintain all auditable documentation including but not limited to membership rosters, participant lists, Letters of Participation, contract pricing and eligibility reporting, administrative fee and rebate payments, performance reporting and analytics.

Compliance & Risk Management
  • Perform risk assessments, report outcomes, and provide mitigation strategies.
  • Ensure contracts comply with all applicable laws and regulations.
  • Partner with Sales, Market Access, Finance, Government Pricing, Legal, Audit, and Compliance to mitigate financial and regulatory risks.
  • Maintain current, accurate documented processes, Standard Operating Procedures, and Working Instructions.
  • Audit contract eligibility, contract pricing, payments, and performance-based metrics to ensure customer and contract data integrity across multiple systems.
  • Perform customer and price validations.
  • Provide audit support related to Purchase-Based contracting, pricing, and customer eligibility.

Cross-Functional Collaboration
  • Serve as Subject Matter Expert on Purchase Based contract terms, policies, and strategies.
  • Work closely with Sales, Market Access, Finance, Pricing, Government Pricing, Legal, Audit, and Compliance to support business initiatives.
  • Support new product launches through contract strategy implementation.
  • Provide guidance to and oversight of third-party vendors.

Financial Data & Analytics
  • Resolve pricing issues, disputes, chargeback discrepancies, and payment issues.
  • Monitor and report on contract performance.
  • Support external reporting through critical control activities and analyses.
  • Review sales and chargeback reporting, identify and solve for revenue leakage scenarios.

Systems & Process Improvements
  • Manage and oversee contract administration deliverables across multiple systems and platforms.
  • Improve contract workflows, internal processes, and standard agreement templates to optimize team and organizational performance.


Impact of the Role:
  • This role provides the opportunity to work within company’s Market Access and Account Management team and collaborate cross-functionally across several teams within.
  • The role directly influences company revenue and compliance integrity by ensuring agreements are executed accurately and in regulatory alignment.


Qualifications:
  • Bachelor's degree in Business, Finance, Legal Studies, Healthcare Administration, or related field.
  • Will consider someone with extensive working knowledge and experience in lieu of a degree will be considered.
  • 3-5 years of experience in pharmaceutical contracting, specifically Government and Federal contract compliance and administration.
  • In-depth knowledge related to Government pricing calculations, Class of Trade, legal and regulatory contract requirements, compliance, pricing, rebates, chargebacks, and distribution models.
  • Experience navigating and clearly communicating complex contract language and strategies.
  • Advanced proficiency in contract management systems, document repositories, MS Excel, and reporting tools.
  • Experience working successfully across cross-functional teams.

Preferred:
  • Working knowledge of Utilization-based contracts: pricing and reimbursement, PBM, and Medicaid.
  • Broad understanding of US Health Care and product contracting environment.
