Job Summary:

 

The Regional Technical Officer, Strategic Information (SI) leads monitoring and evaluation (M&E) activities across assigned district councils in Morogoro, Iringa, Njombe, Ruvuma, Mtwara, and Lindi regions. Working closely with Senior Regional Technical Officer, Strategic Information (SRTO SI), technical teams, implementing partners, health facilities, and Government of Tanzania stakeholders, the officer will ensure that all M&E processes comply with the reporting requirements and standards of the U.S. Department of State (DoS), FHI 360, and the Government of Tanzania.

The role focuses on strengthening M&E systems, improving data quality and management processes, and ensuring the availability of reliable data for program monitoring, reporting, and evidence-based decision-making. Working under the overall technical guidance of SRTO SI, the officer provides day-to-day technical leadership for SI and M&E implementation within assigned district councils, including support for data collection, analysis, and reporting activities, technical assistance to stakeholders, and contributes to effective tracking of project performance and results.

Accountabilities:

Technical Requirements:

  • Demonstrates sound judgment in applying and adapting appropriate M&E methodologies, tools, and techniques to support program implementation, address routine programmatic and data related needs with minimal supervision and under guidance of STO, SI.
  • Provides technical input and support data collection, data management, analysis, reporting, and contributes to the strengthening and utilization of health information systems within assigned district councils.
  • Facilitate and support the continuous improvement of data quality, reporting processes, and information systems to support evidence-based decision-making and program performance monitoring.
  • Conducts service and program data analysis to identify areas for improvement including gaps in data management and data quality and propose appropriate strategies to strengthen data processes and use.
  • Performs other duties and responsibilities as assigned by management in support of project and organizational objectives.

Project Design, Implementation, Monitoring and Evaluation:

  • Monitors project performance indicators, generate routine and ad hoc reports, and conduct data analyses to identify implementation and data related gaps, inform corrective actions, and support continuous program improvement.
  • Collaborates with community structures, healthcare providers, Police and Prisons counterparts, and other stakeholders to support M&E activities, including data collection, management, analysis, and utilization.
  • Conducts routine supportive supervision and monitoring visits to project sites, including data quality assessments (DQAs), data verification, and triangulation exercises using standardized tools. Ensure follow up on identified gaps and action items.
  • Provides day to day technical oversight and support for project databases and digital health information systems within assigned district councils, including but not limited to CTC2 and associated modules and applications, DHIS2 Tracker, MoH DHIS2, Unified Community Systems (UCS), Infolink, DATIM, CTC Analytics, CQI Dashboards, Monthly Portal, Jicheki ORA, eLMIS, eTL and other relevant data management platforms.
  • Provides technical support and troubleshooting for data systems, data flows, system integration, and platform performance to ensure continuous functionality and data availability.
  • Contributes to the development and enhancement of dashboards, data visualization products, and analytics tools to support data-driven decision-making and program performance management.
  • Promotes a culture of data use and demand through capacity building, mentorship, and engagement with project teams, implementing partners, and government stakeholders to strengthen evidence-based decision-making.
  • Coordinates the distribution and effective utilization of data collection and reporting tools within assigned district councils, ensuring proper storage, accountability, and adherence to reporting requirements.
  • Supports the dissemination and monitoring of project targets at facility level and facilitates regular performance reviews to track progress against established goals.
  • Mentor and build the capacity of health care providers, data clerks, and other facility staff in data capture, quality assurance, analysis, interpretation, and use for program improvement.
  • Compile, review, and analyze weekly, monthly, quarterly, and other periodic reports to identify trends, implementation challenges, and opportunities for improving data quality and program performance.
  • Ensures the confidentiality, security, and integrity of both paper-based and electronic data systems in compliance with national policies, donor requirements, and organizational standards.
  • Oversee the availability, inventory management, and functionality of data management equipment within assigned district councils, including computers, tablets, servers, UPS units, and related accessories, in collaboration with Information Technology personnel.
  • Ensures that facility export files are submitted by Data Clerks on a weekly basis (every Friday) and uploaded to the FHI 360 shared repository in a timely, complete, and accurate manner to support routine data consolidation, reporting, and analysis.
  • Ensures facilities have uploaded data on a weekly basis to the National data repository system like CTC3 Macro, Monthly portal and others.
  • Identify and document lessons learned, innovations, and best practices emerging from project implementation including those related to strategic information and share these with relevant project and technical teams to inform the learning agenda.

Business Development and Client/Funder Support:

  • Contributes to the development of technical reports, work plans, system design, and implementation activities aimed at strengthening health information systems and improving program performance.
  • Supports the development of technical proposals, budgets, and implementation plans related to HMIS, digital health solutions, and strategic information initiatives.
  • Represents the project in data review meetings and stakeholder engagements within and outside the region, providing technical input and recommendations to strengthen program implementation, data quality, and performance monitoring.

Operations Management (Finance, HR, etc.):

  • Oversees the performance of Facility Data Clerks, ensuring adherence to FHI 360 policies, reporting requirements, and established data management standards.
  • Compile, review, and report programmatic and financial data to support management and finance teams in monitoring project performance, including sub-award tracking and the preparation and review of Sub-Award Financial Reports (SFRs).

Project/Program Reporting:

  • Maintains and oversees the functionality, integrity, and performance of project databases, information systems, and indicator matrices to ensure accurate and timely data management and reporting.
  • Compile, review, analyze, and interpret weekly, monthly, quarterly, and other periodic reports to identify trends, monitor program performance, and support evidence-based decision-making
  • Supports the development, review, and adaptation of SOPs, job aids, and operational guidelines to enhance program implementation, standardization, and continuous improvement.
  • Prepares and disseminate data presentations, dashboards, and technical reports to program and management teams, providing actionable insights to inform strategic planning and performance improvement.
  • Collaborate closely with technical and program teams to develop, review, and finalize narrative and performance reports, ensuring accuracy, completeness, and timely submission in accordance with organizational and donor requirements.

Quality Assurance:

  • Utilizes the Monthly Portal CQI tracking tool to monitor program performance, generate insights, and provide timely feedback to project teams for continuous improvement.
  • Ensures the consistent implementation and utilization of CQI tools across all supported facilities to monitor performance, identify gaps, and track quality improvement initiatives.
  • Supports facilities in the development, updating, and display of performance dashboards, and facilitate regular review of results with Facility Quality Improvement (QI) Teams to drive data-informed actions and service improvements.
  • Ensures the availability, accessibility, and proper utilization of SOPs, guidelines, and other reference materials related to data collection, management, quality assurance, and reporting.

Applied Knowledge & Skills:

  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • In-depth functional knowledge around specialization and detailed knowledge of related areas in the organization.
  • General understanding of the organization’s structure, policies and practices, and the impact on one’s own area.
  • Knowledge of health information systems, including DHIS2, EMRs, CTC2, eLMIS, LIS mobile data collection tools (ODK, Kobo Toolbox), PMTCT, EID, CECAP, TB and other HIV/AIDS-related platforms.
  • Familiarity with data security, privacy regulations, and data management policies.
  • Strong ability to analyze, troubleshoot, and resolve data management issues effectively.
  • Ability to plan, prioritize, and manage multiple projects with accuracy and attention to detail.
  • Adaptability to evolve technologies and changing project needs.

Supervision Given/Received:

  • Provides mentorship and supervision to junior staff, including Data Clerks and HCPs, to enhance their technical competencies and overall performance.
  • Reports to the Senior Regional Technical Officer, Strategic Information, with a matrix reporting relationships to the Regional Manager in the respective region.

 Education: **

  • Bachelor’s degree in Computer Science or Engineering, Statistics, Record Management, Environmental/Public Health, Medicine, M&E, Biostatistics, Data Science, Artificial Intelligence (AI) or related fields with at least 6 years working experience. Or
  • A Master’s degree in data science, Public Health, Information Systems, Health Informatics, Biostatistics, Computer Science, Monitoring and Evaluation (M&E), Statistics or a related field will be an added advantage.

Experience: **

  • Minimum of six (6) years of experience in implementing and managing M&E activities for TB/ HIV and AIDS care and treatment programs.
  • Demonstrated expertise in data collection, analysis, and the development of interactive dashboards utilizing Power BI, Excel, Tableau, and other data visualization platforms.
  • Demonstrated strong knowledge of Tanzania’s health information management systems and data management practices, including the use and administration of DHIS2 for data collection, analysis, reporting, and decision-making.
  • Strong stakeholder engagement and partnership management capabilities, with proven experience building and maintaining productive relationships with government institutions, donors, and implementing partners.
  • Results-oriented professional with strong strategic thinking and problem-solving skills, and adaptability to dynamic environments.
  • Excellent communication and reporting skills, with the ability to translate complex data and technical information into clear, actionable insights for diverse audiences.
  • Proficient in the use of Artificial Intelligence (AI) tools for data analysis, automation, and workflow optimization.
  • Ability to exercise independent judgment in correcting data errors and omissions, with a proactive and creative approach to implementing new ideas.

  • Ability to spend long hours looking at computer screens and doing repetitive work on a keyboard.

Technology to be Used:

  • Strong computer literacy skills, with proficiency in Microsoft 365 applications, Power Query, SharePoint, software development tools and programming languages, virtual collaboration platforms (Zoom and Microsoft Teams), mobile technologies, and standard office equipment.

Travel Requirements:

The expected hiring salary range for this role is TZS 52,000,000 - 65,000,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.  For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
