Program Manager Government and Community Relations

Job Description​

This position is responsible for governmental regulatory and legislative activities throughout our system.

• Ability to be registered as a lobbyist in Missouri and Kansas required.  

• Duties which included legislative and regulatory advocacy and demonstrated experience in monitoring and performing governmental affairs activities.  

• Demonstrated experience in navigating and negotiating the legislative and regulatory arenas at the state, local, and federal levels.

• Maintain communications and coordinate activity with leaders throughout SLHS to analyze and educate about relevant legislation, policy proposals, and actions; represent SLHS in outside organizations engaged in advocacy activities; develop supporters and alliances to advocate on policy priorities and positions; maintain communications with local, state, and federal appointed and elected officials; coordinate with government relations consultants to attend legislative hearings, develop and deliver oral and written testimony on legislation.

• Participates in collection and organization of data system wide for lobbying activities report on IRS Form 990; track, research, analyze, and advise system leadership on legislation and regulatory proposals.

• Represent SLHS with outside community, civic, and governmental groups; serve as a broker for internal and external communications concerning governmental affairs issues; actively participate in AHA, KHA, and MHA governmental affairs activities; ability to represent SLHS comfortably and confidently in a variety of professional settings within the context of varying beliefs, behaviors, backgrounds, and personal identities.

• Seek opportunities to enhance external network in civic and governmental affairs; identify significant issues to be addressed by the Government and Community Relations team; seek opportunities to expand knowledge of governmental issues, as well as internal and external players.

• Support the VP of Government and Community Relations in development and implementation of the departmental budget; identify opportunities for team members and system leaders to participate in governmental affairs activities; access appropriate system resources to analyze impacts and respond to governmental issues; work with system reimbursement and accounting staff to determine and assess all proposed regulatory and legislative actions.

• Valid driver’s license and access to vehicle for frequent travel; ability to work evenings and weekends, as needed.
