Program Background
The Australian Government through the Department of Foreign Affairs and Trade (DFAT) has commissioned the Partnerships for Social Protection program (P4SP), which is being implemented by DT Global.
P4SP is an eight year, AUD 36 million Australian Government program to support governments in Pacific nations and to strengthen their national social protection systems. The program delivers both bilateral and regional activities to support partners to improve the quality, inclusiveness and sustainability of social protection systems, and to build awareness of, and demand for, quality and inclusive social protection. P4SP is a highly adaptive and demand-driven program. As such, the operating context, and the priorities of government and DFAT Posts in each country are key determinants for the scope of P4SPโs engagement.
The outcome P4SP is working towards is that government's increasingly address gaps and bottlenecks in the coverage and inclusiveness of social protection policy and program delivery.
P4SP commenced on 20 September 2021 and will operate until 19 September 2029.

Objectives of Role
The role has three interrelated objectives, each contributing to P4SP's Phase II quantitative research program.
The first objective is to build a stronger and more comparable evidence base from existing Pacific data. By cleaning, harmonising and analysing household survey and population datasets across multiple Pacific Island Countries, the role will help deepen regional understanding of poverty, vulnerability and inequality, and of how social protection programs are reaching and supporting households. This includes generating cross-country insights on coverage, adequacy and the role of transfers in household welfare and shock response, with consistent attention to differences by gender, disability, age, geography and vulnerability status.
The second objective is to support the delivery of a major piece of quantitative research involving primary data collection. The Quantitative Research Analyst will contribute across the study cycle, from informing design choices and sampling, through to supporting data quality during fieldwork and producing clean, well-documented datasets and analysis. In doing so, the role will help ensure the study generates new, high-quality evidence on social protection that fills gaps in what existing surveys can tell us, and that it is grounded in sound methods and transparent documentation.
The third objective is to strengthen P4SP's ability to respond quickly and credibly to emerging policy priorities. By providing just-in-time analysis, scenario modelling and inputs to costing and simulation tools, the role will support timely policy dialogue with partner governments and DFAT, and help translate quantitative evidence into practical inputs for program design, financing and delivery decisions.
Across all three areas, the role aims to uphold high standards of data quality, reproducibility and documentation, so that the analytical work produced under Phase II can be built on, verified and shared within P4SP and with partners over the life of the program.
