Position Overview
All Hands Consulting is seeking experiencedFEMA Public Assistance (PA) Program Delivery Managers (PDMGs) to join ourRecovery Cadre pipeline.
This role supportsfederal disaster recovery operations, helping state, local, tribal, and territorial governments as well as eligible private nonprofit organizations navigate the FEMA Public Assistance Program following disaster events.
This posting is for our Recovery Cadre roster and is not an immediate hire. Qualified candidates will be added to our internal deployment pipeline and considered for future FEMA recovery missions and client engagements that align with their experience and availability.
Depending on the assignment, this role may involveremote support, intermittent travel, or extended disaster recovery deployments.
Key Responsibilities
Program Delivery Managers support clients throughout the FEMA Public Assistance recovery process, including:
Provide technical support tostate, local, tribal, territorial governments, and private nonprofit organizations recovering from disaster events.
Guide applicants through theFEMA Public Assistance Program lifecycle, including eligibility, documentation, and compliance requirements.
Assist clients with collecting and organizingdamage documentation, cost records, and facility information required for FEMA reimbursement.
Review and analyzefinancial records, maintenance documentation, and damage assessments to support funding eligibility.
Support development and formulation ofFEMA Public Assistance Project Worksheets (PWs).
Coordinate with FEMA representatives, applicants, and recovery partners to advance projects through the recovery process.
Assist applicants in understandingFEMA policy, guidance, and documentation requirements.
Track project progress and ensure documentation supportscost eligibility and compliance.
Support additionaldisaster recovery program activities as required.
Qualifications
Required
2+ years of professional experience in emergency management, disaster recovery, public sector consulting, or related fields.
Experience supportingFEMA Public Assistance (PA) Program activities or similar disaster recovery programs preferred.
Bachelor’s degree in a relevant field such as:
Emergency Management
Public Administration
Public Policy
Business Administration
Economics
Political Science
Stronganalytical and documentation review skills.
Ability to work effectively withgovernment clients and multi-agency partners.
Strongwritten and verbal communication skills.
Preferred
Direct experience supportingFEMA Public Assistance Program Delivery Manager (PDMG) functions.
Familiarity withFEMA Public Assistance policy, guidance, and grant processes.
Experience withdamage assessments, recovery documentation, and reimbursement processes.
AdvancedMicrosoft Excel skills, including:
Pivot tables
VLOOKUP or XLOOKUP
Financial data reconciliation
Experience supportingfederal disaster recovery operations or consulting engagements.
Work Environment and Deployment Expectations
Assignments may include:
Remote recovery program support
Travel to client locations
Long-term disaster recovery deployments supporting federal or state recovery operations
Candidates should be comfortable working infast-paced disaster recovery environments and coordinating with multiple stakeholders.
