Artificial Intelligence Delivery and Enablement
Scope:
AI Delivery & Enablement (AIDE) leads the ***'s adoption, delivery, and responsible use of artificial intelligence to enhance productivity, improve decision-making, and support better outcomes for Albertans. AIDE's approach rests on three mutually reinforcing pillars: capability building through the Alberta AI Academy; governed enterprise AI tools deployed under a unified access, training, and compliance model; and an operational delivery model that supports both new AI application builds and sustainment of live AI services.
The resources will report to the AIDE Executive Director and will be assigned to directors as priorities require. They will lead and support AI enablement projects across the branch, including:
rolling out and managing enterprise AI licences, consumption and cost recovery across ministries
delivering the AI cloud platform, integration and access work that AI tools depend on
aligning projects with governance, security, privacy and intake requirements
supporting training, adoption and change management with ministry champions
They will also take pilots through to governed enterprise service. Current demand exceeds branch capacity, and these resources are needed to avoid delayed adoption and to continue successfully enabling our services and delivery obligations.
Work Streams:
This role spans four connected work streams. Each Project Manager may lead projects in one or more of them, depending on branch priorities.
Enterprise AI licence and consumption enablement. Planning and delivering the rollout, allocation and lifecycle management of enterprise AI licences across the department and the broader GoA. This includes Microsoft 365 Copilot, Copilot Studio, Microsoft 365 Copilot Cowork, Google Gemini Enterprise (including Gemini Notebook) and Claude Enterprise, as well as additional providers, models and agents added to the approved catalogue. The work covers:
• ministry allocation models and quota management
• ServiceNow request and provisioning workflows
• chargeback and cost-recovery mechanisms
• reassignment and reclamation of underused licences
• reporting on utilization, consumption and spend that supports adoption targets and cost transparency
AI cloud platform and integration. Planning and delivering the platform and integration work that enterprise AI depends on. This includes Microsoft 365 and Azure tenant services, Google Cloud landing zones and project provisioning, sandbox and lab environments, on-premises and hybrid service integration, and direct-to-provider AI model access and API enablement. The work covers:
• identity and access configuration
• data connector and grounding-source enablement
• integration of AI services into existing business systems
• monitoring of AI services and agents
• model lifecycle and deprecation migrations
• transition of new capabilities into ongoing operations
Governance, security, privacy and intake alignment. Ensuring every project moves through the branch's intake, assessment and approval pathway and meets GoA requirements before a capability is released to users. The work covers:
coordinating Security Threat and Risk Assessments (STRAs) and Privacy Impact Assessments (PIAs)
aligning with information-classification and data-residency requirements
applying the branch's responsible AI standards and guardrails
working with privacy, security, legal, enterprise architecture and procurement partners to obtain the approvals each project needs
Training, adoption and change management. Planning the people side of each rollout so that capabilities are used safely and effectively once enabled. The work covers:
coordinating with the Alberta AI Academy on role-based training and learning pathways
working through the AI Delivery and Enablement Champion network and ministry leadership on adoption planning and use-case identification
developing user guidance, communications and support pathways
tracking training completion and adoption against targets
A recurring pattern across all four streams is moving capabilities from evaluation to governed enterprise service. This means taking an assessed request through intake and standing up a time-boxed pilot with a defined user cohort. It then means collecting use cases and feedback, and confirming that the platform is ready and that security and privacy approvals are in place. Cost, licensing and catalogue treatment are determined, and the end-to-end request, training and support experience is established. The pilot closes with a recommendation on enterprise enablement and handoff to operations.
The Project Manager will review and understand departmental and corporate policies, business rules, data requirements, information management and security classification obligations, responsible AI standards, and supporting system processes. They will ensure project objectives and schedules align with GoA and branch priorities. Resources report to the AIDE Executive Director and may support several directors and sponsors at once, so they must manage shifting priorities and dependencies across projects. The resource will provide recommendations, including resource requirements, dependencies, interdependencies, policy implications pertaining to internal and external influences, and the methodology to be applied.
This resource will have working knowledge and experience of enterprise IT and cloud environments. This includes Microsoft 365, Azure and Google Cloud services, SaaS licensing and tenant administration concepts, cloud subscription and consumption models, identity and access management, and a general understanding of line-of-business applications and architectures. Familiarity with generative AI and agentic AI concepts is required, such as assistants, agents, grounding, model selection, responsible AI risks, and token- or consumption-based cost drivers. The resource must have a sound understanding of:
IT change and communication management
• User Acceptance Testing frameworks
• security and privacy assessment processes (STRA and PIA)
They must also have experience delivering change into large, federated organizations where adoption depends on distributed business champions rather than direct authority.
Excellent written and verbal communication skills are essential, including the ability to produce material suitable for Deputy Minister and Minister-level audiences. A proven ability to function independently and in a team environment is essential. Awareness of existing GoA and departmental IT policies, procedures, standards, guidelines and practices, and of vendor licensing and procurement constructs, is an asset.
Duties:
Responsible for the coordination and completion of AI enablement projects across licensing and consumption, cloud platform and integration, governance and security, and training and adoption. Oversees all aspects of assigned projects. Sets deadlines, assigns responsibilities, monitors and summarizes progress, and prepares reports for senior management on project status. Builds and maintains working relationships with branch directors, team members, vendors, ministries and other partners.
Project leadership and governance
Compile project charters and business/project plans, including the most suitable approach for each project, to ensure business objectives, cost transparency and data integrity are achieved.
Collaborate with business and IT leadership to develop a well-defined project plan stating objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
Manage multiple concurrent projects for different directors and sponsors, balancing shifting priorities, shared resources and cross-project dependencies, and escalating conflicts to the Executive Director as required.
Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans, and take corrective action for completion of project tasks.
Document and report project status against established objectives, milestones, budget and resources, and facilitate tracking and closure of issues and risks.
Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
Work within the standards defined by the project management office and, in the absence of standards, work with the project management office to define new standards.
Enterprise AI licence and consumption enablement
Plan and manage the rollout, allocation and lifecycle of enterprise AI licences across ministries. This includes allocation models, quota tracking, bulk provisioning through ServiceNow, licence reassignment and reclamation, and management of demand that exceeds available allocation.
Manage the development and implementation of chargeback and cost-recovery mechanisms for AI licences and consumption-based services, in coordination with finance, procurement and ministry stakeholders.
Support the onboarding of new providers, models and agents to the approved catalogue, including licensing terms, cost treatment and provisioning requirements.
Establish and maintain reporting on licence utilization and consumption/spend, and translate that reporting into recommendations for leadership.
AI cloud platform and integration
Plan and manage integration and enablement work across cloud, on-premises and direct-to-provider AI platforms. This includes environment, sandbox and landing zone provisioning, API and service enablement, identity and access configuration, and connector/data-source onboarding.
Manage projects that document business requirements and design and deliver AI and cloud solutions that comply with, and contribute to, the Ministry's enterprise architecture, security and privacy requirements.
Manage model and platform lifecycle activities, including vendor-driven deprecation and migration events. Coordinate the technical and communication response required to avoid service disruption or unplanned cost increases.
Plan the transition of new capabilities into ongoing operations, including support models, monitoring, operating documentation and handoff to operations teams.
Coordinate with vendors and delivery partners on deployment schedules, support models, training delivery, and licensing and consumption commitments.
Governance, security, privacy and intake alignment
Work through the branch intake and assessment process to confirm each project's scope, value, risk and priority before initiation.
Coordinate Security Threat and Risk Assessments (STRAs), Privacy Impact Assessments (PIAs), and information-classification and data-residency reviews. Obtain the approvals required from security, privacy, legal and enterprise architecture partners before a capability is released.
Apply the branch's responsible AI standards and guardrails to project design, testing and release, and document how identified risks are addressed.
Plan and coordinate User Acceptance Testing and release-readiness reviews to confirm capabilities meet functional, security and privacy requirements.
Training, adoption and change management
Coordinate with the Alberta AI Academy to plan role-based training and learning pathways for each rollout, including vendor-supported training.
Coordinate with the AI Delivery and Enablement Champion network and ministry leadership to support allocation decisions, adoption planning, use-case identification and escalation of ministry-specific needs.
Develop requirements documentation, user-facing guidance, support pathways and knowledge articles required for a capability to be released as a supported service.
Provide leadership and assistance to business and project teams that require change management and communication support.
Track training completion and adoption against targets, and recommend actions where uptake is below expectations.
Capture lessons learned and successful approaches from each rollout so they can be reused across ministries.
Pilots to governed enterprise service
Plan and manage pilots of emerging AI capabilities from intake through to a recommendation on enterprise enablement. This includes cohort selection, vendor-supported training, use-case capture, evaluation criteria, and determining cost and governance treatment.
Reporting and stakeholder management
Produce and package deliverables for presentation to internal support teams, steering committees, executive and ministerial audiences, and other project stakeholders.
Develop recommendations including details of resource requirements, dependencies, interdependencies, policy implications and the methodology to be applied.
Work with project sponsors to ensure effective project communication exists for the duration of the project, including escalation of risks as required.
Take responsibility for ongoing client satisfaction, including managing peer-level client relationships and overcoming hurdles to ensure win-win solutions.
In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
Equipment requirements:
• Resource will require own equipment
Resource must provide their own computer and related equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource's computer.
In the event that the Contractor’s resources are directed to work remotely, the Contractor shall be responsible for providing all of its equipment, including computers, software, printers, supplies, desks and chairs. However, the Province shall ensure that the Contractor’s resources have the necessary access and credentials to the ***’s system.
The fixed rate quoted must be inclusive of all overhead, office space and equipment, including supplies, administrative burden, mark-up and all other costs to perform the Services for the duration of the Contract.
Working Hours:
• Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province.
• Work must be done from within Alberta, due to network and data security issues.
• The role will be remote, however in the event of an onsite meeting, the GoA does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink.
Notes on Location:
Resource will work remotely, though must be available for onsite meetings when required.
Onsite meetings include but are not limited to strategic, architectural, and technical discussions, meeting with team members, senior managers, directors, executive directors and business clients. Frequency of meeting could be up to 3-4 times per month.
Incumbency:
• Previously this role was filled by a contractor, however, for this and all other opportunities, the Ministry seeks the best person to fill the role.
Standard Background check required
• The Supplier shall, prior to commencement of the Services, provide the Province, on its request and at no cost to the Province, with criminal record checks.
Mandatory Training Courses:
• Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training. There may also be some optional courses as well.
Anticipated Interviews dates
• Interviews are expected to happen approximately 2 weeks after the posting closes.
