Project Management Specialist - Facility Security Systems

Schedule: Monday – Friday; 7:00 a.m. – 3:30 p.m.

Help lead security‑tech projects that keep Pinellas County facilities protected and connected. You’ll coordinate access control and video‑monitoring upgrades, manage vendors, solve tech hurdles, and keep projects moving across multiple sites.

  • Work with Information Technology partners to implement and troubleshoot security equipment and facility systems.

What Would You Do?

  • Coordinate assigned security technology projects from needs assessment and scope development through scheduling, implementation, testing, closeout, and documentation.

  • Work with County departments and facility users to evaluate service requests, define operational requirements, prioritize improvements, and recommend future projects.

  • Coordinate installation and upgrades of video monitoring, electronic badge access, network-connected security instrumentation, and associated control systems.

  • Collaborate with IT and other stakeholders to address system integration, network segmentation, firewall access, software licensing, and equipment compatibility.

  • Develop project work plans, schedules, task assignments, status reports, and records consistent with County and departmental objectives.

  • Oversee fence repair and replacement projects at multiple County sites, including site assessments, work scope development, contractor scheduling, progress inspections, and verification of completed repairs.

  • Coordinate inspection, repair, replacement, and upgrade projects involving fire and life-safety devices at multiple facilities; track deficiencies, contractor activities, corrective actions, and required documentation in coordination with authorized safety personnel.

  • Coordinate and monitor contractors and vendors; track site activity, inspect work progress, verify deliverables, and document deficiencies and corrective actions.

  • Review vendor proposals, quotes, service documentation, and invoices; support cost analyses, payment review, and responsible use of County resources.

  • Provide technical project review and assist in diagnosing implementation issues, system outages, and recurring equipment or operational problems.

  • Coordinate preventive maintenance, repairs, and upgrades with operational staff and external service providers to minimize facility disruption.

  • Prepare project-related reports, field information, specifications, technical documentation, and recommendations for management.

  • Evaluate project workflows and recommend improvements to communication, vendor accountability, system reliability, and billing processes.

  • Support emergency coordination and perform other related duties as assigned.

 

What Do You Need to Have?

  • Six (6) years of professional project-management experience, including two (2) years in the area of assignment; or an associate’s degree in a related field and four (4) years of professional experience in the area of assignment; OR

  • A bachelor’s degree in a related field and two (2) years of professional experience in the area of assignment; or a bachelor’s degree in civil engineering; or 

  • An equivalent combination of education, training, and/or experience.

 

Additional Requirements: 

  • Ability to coordinate project scopes, schedules, contractors, project records, technical reviews, and costs across multiple departments.

  • Working knowledge of network-connected facility security systems, including electronic access control, video surveillance, equipment integration, and vendor-supported software.

  • Ability to interpret technical specifications, evaluate operational problems, communicate with technical and nontechnical stakeholders, and document project decisions.

  • Florida Driver’s License may be required based on assignment; availability for emergency or disaster-related schedules may be required.

 

Highly Desirable:

  • Experience coordinating multi-site fence repair projects and fire/life-safety device service, inspections, or corrective work with qualified vendors and facility stakeholders.

  • Experience coordinating video monitoring or badge-access system installations, modernization, and troubleshooting projects.

  • Experience resolving implementation issues involving firewalls, network configuration, virtual LANs (VLANs), and software licensing in collaboration with IT.

  • Demonstrated success improving contractor communication, onsite work notifications, work verification, and vendor invoice review.

  • Experience identifying root causes of recurring system outages and using a cost-conscious, evaluate-before-outsourcing approach.

  • Experience with purchasing/P-Card procedures, work-order systems, customer communication, and project status reporting.

  • Strong critical thinking, teamwork, accountability, time management, and ability to adapt to changing operational priorities.

 

Knowledge, Skills, and Abilities:

  • Knowledge of project planning, cost estimating, contract documentation, invoicing, and applicable County procedures.

  • Knowledge of facility technology systems, technical equipment, and methods used to coordinate installation and renovation projects.

  • Ability to monitor contractor performance and coordinate with County departments, consultants, vendors, and end users.

  • Ability to research technical issues, assess risks, recommend corrective actions, and manage several priorities independently.

  • Ability to produce clear written reports and communicate technical findings and project progress effectively.

  • Ability to maintain productive working relationships and apply computer software to project documentation and coordination.
