Schedule:Part-time during pre-construction, full-time for 12 months of construction (starting June 2027), part-time for about 2 months of closeout
Project Description
The project completes Cultural Terrace West at the Great Park, an approximately 30-acre site bounded by Skyhawk and Marine Way. Work includes demolition, precise grading, storm drain, curb and gutter, trash enclosures and screen walls, sidewalks, decorative paving, asphalt parking lots, irrigation, landscaping, site furniture, site lighting and low-voltage systems. The Engineer's estimate is above $41.73 million. The site is shared with active construction at Aviator Hall, Pretend City Children's Museum and Flying Leatherneck Aviation Museum.
Position Summary
The Project Engineer runs document control and contract administration for the CM team. This person processes RFIs and submittals, keeps the project logs and records, prepares payment and change order backup, and assembles the closeout files the City requires.
Duties and Responsibilities
Pre-construction
1. Review the plans and specifications for conflicts and constructability issues, and log them for the Construction Manager's Risk Register.
2. Collect and check the contract-required documents from the successful bidder, including bonds, insurance and submittal registers.
3. Set up the project filing system, logs and City forms.
4. Track utility and agency permit status.
Construction
5. Log RFIs, route them to the Engineer of Record and City PM, draft responses and track them to closure.
6. Check submittals and shop drawings for completeness, route them for review and track turnaround.
7. Maintain logs for RFIs, change orders, submittals, Requests for Quotation, correction notices, stop work notices and complaints.
8. Maintain the on-site As-Built plan set as the work progresses.
9. Track bid-item quantities against inspector measurements and prepare monthly pay estimate backup on City templates.
10. Review contractor certified payroll and coordinate corrections with the City's CWA labor-compliance monitor and the contractor.
11. Prepare weekly meeting agendas and minutes, correspondence and draft monthly progress reports.
12. Draft construction notifications for stakeholders and the public.
13. Prepare change order and RFQ documentation and keep the change order log.
14. Keep SWPPP inspection records with the QSP.
15. File the contractor's photo and video documentation, including utility tie-ins.
Closeout
16. Prepare the punch list and track correction notices to completion.
17. Collect As-Built drawings, warranties, guarantees, O&M manuals, lien releases, affidavits, bond releases and waivers.
18. Assemble the final project files in the City's format and draft the Notice of Completion.
Qualifications
• Bachelor's degree in Civil Engineering, Construction Management or a related field.
• 3-7 years of public works construction experience; landscape, grading, storm drain or site work preferred.
• Familiarity with the APWA Greenbook, CSI specifications and City standard plans.
• Able to read civil, landscape, irrigation and electrical plans.
• Experience with document control software such as Procore or e-Builder, and Microsoft Office.
• Knowledge of prevailing wage and certified payroll review.
• EIT or QSP certification a plus.
