MUST:
Experienced Project Controls Specialist
8+ years of professional experience in project controls, program financial management, project accounting, contract finance, or a closely related discipline
5+ years supporting federal contracts or federally funded programs, with working knowledge of funding controls, labor charging, billing support, and contract financial reporting.
Demonstrated experience with budgets, forecasts, EACs, budget-to-actual and variance analysis, burn rates, labor utilization, funding tracking, invoices, timesheets, and other direct costs.
Experience supporting time-and-materials, fixed-price, cost-reimbursement, or hybrid contract structures, with the ability to apply the controls appropriate to the assigned contract type.
Advanced Microsoft Excel skills, including formulas, pivot tables, lookups, data validation, reconciliation, and development of repeatable financial models and trackers.
Ability to interpret contract data, reconcile information across source systems, maintain an audit trail, and explain financial results to program and non-financial stakeholders.
Strong attention to detail, judgment, organization, written communication, and ability to meet recurring monthly deadlines in a multi-stakeholder environment.
Experience with Deltek Costpoint or Deltek Time and Expense, JAMIS, Cognos, PeopleSoft, Oracle, SAP, or comparable project accounting and enterprise financial systems.
Experience with subcontractor financial administration, purchase requisitions, purchase orders, accruals, and accounts payable coordination
Bachelors Degree required

DUTIES:
Develop and maintain project budgets, funding plans, forecasts, Estimate at Completion (EAC) projections, burn-rate analyses, and budget-to-actual reporting for one or more federal programs.
Monitor planned versus actual labor hours, staffing levels, labor-category utilization, employee utilization, charge codes, unbillable time, leave impacts, and resource allocation.
Review timesheets for accuracy, completeness, authorization, correct charge codes, and compliance with company policy and applicable contract requirements; coordinate correction of discrepancies before billing and payroll deadlines.
Prepare and validate billing and invoice support, including labor hours, labor categories and rates, other direct costs, travel, cumulative billed amounts, funding ceilings, authorized hours, and supporting documentation.
Review vendor and subcontractor invoices, purchase requisitions, purchase orders, expense documentation, and funding requests; reconcile discrepancies with project, contracts, procurement, and accounts payable teams.
Produce recurring Financial Status Reports, staffing reports, invoice-detail reports, funding trackers, variance analyses, accrual inputs, and management dashboards.
Track obligations, expenditures, unposted costs, funding balances, Limitation of Funds thresholds, contract modifications, period-of-performance changes, and other actions that may affect project execution.
Analyze cost, schedule, staffing, and funding trends; identify financial or operational risks; recommend corrective action or funding realignment; and escalate material variances promptly.
Support monthly close, project reviews, audit requests, reconciliations, and maintenance of complete, traceable project financial records.
Coordinate with program managers and cross-functional stakeholders to translate contract and operational changes into updated budgets, forecasts, staffing plans, billing records, and management reports.
Improve reporting quality and efficiency through standardized templates, documented procedures, data validation, and advanced spreadsheet analysis.
