The expected hiring range for this position is:

$156,600.00-$206,000.00.

The pay offered to a selected candidate will be determined based on factors such the scope and responsibilities of the position, qualifications of the selected candidate, business considerations, internal equity, and external market pay for comparable jobs.

About the role:

TheProject Controls Manager is responsible for the overall ownership of processes and procedures and in implementing and overseeing the use and maintenance of the Lab’s project control systems that support the Project Managers in planning project cost and schedule control functions for various sizes and types of projects across the Lab. They will manage the work, resources, and costs using project control tools. Responsible for the coordination, preparation, consistent application, and analysis of trends, Earned Value (EV) performance reports, and the project risk management plan, ensuring that risk analysis results are incorporated into the project baseline.


What your day-to-day as Electrical Construction Manager at Fermilab will look like: 

  • Oversees and approves the project controls processes, procedures, and internal policies. Responsible and accountable for all aspects of the project control system.
  • Interfaces with technical and project management to develop resource requirements to support the project cost estimates and the project Work Breakdown Structure (WBS).
  • Oversees the development and maintenance of fully integrated resource-loaded schedules using standard project management scheduling and EV methodology; implements and maintains the FFDG Earned Value Management Systems (EVMS).
  • Oversees the training on applying and implementing the EVM requirements as defined by DOE Order 413.3A.
  • Analyzes project schedules using critical path methodology; manages and incorporates changes to the schedule or baseline; implements risk management activities in the project baseline.
  • Interfaces with project technical staff to define the scope of work, analyze baseline changes and variances, and implement corrective actions.
  • Oversees and performs project earned value data analysis and trend projections and develops metrics to analyze project performance.
  • Participates in monthly risk management meetings and provides monthly performance measurement reports for senior management.
  • Presents project data at project meetings or represents the Lab for external reviews on controls; Guides and consults with project personnel in responding to reviews and audits.
  • Oversees processing of Estimate to Complete (ETC) updates to generate the project’s Estimate at Completion (EAC).
  • Participates in creating and implementing proposed subcontracts for schedule requirements imposed on subcontractors.
  • Assigns resources to new projects as they occur; Supervises staff and oversees required personnel actions for subordinates, including reviewing and approving attendance records, hiring, promotions, performance reviews, disciplinary actions, and employment terminations.
  • Responsible for and approves administration rights on project control tools and software to ensure lab-wide security and consistency.
  • Provides supervision or leadership of a team including hiring, promotions, performance reviews, training, disciplinary actions, team exits, and other duties as assigned.
  • Performs other duties as assigned by supervisor.
  • Abides by and is responsible for performing all duties in accordance with all environmental, health and safety regulations and practices pertinent to this position.


Skills and Attributes for Success
:

  • Bachelor’s degree plus typically 12 + years of experience in Project Management or equivalent.
  • MS Word and Excel spreadsheets, including Pivot tables, data integration, and template building. Working knowledge of Primavera P6 and EVMS Cost processing tool. 
  • Good communication skills, ability to manage, give direction, and assist others.
