Job Summary
The main objective and purpose of this position consist of managing facilities projects as well as all related services, from design to roll-out. The incumbent will also provide the technical support (proposals, projects, products, and services development) required by the industrial operations, marketing, or sales groups. The incumbent will also develop procedures, technical specifications and training programs, while promoting AL quality and safety objectives.
Key Responsibilities
Prepares and manages projects:
- Takes part in defining projects, performing risk assessment and estimating their costs.
- Makes a critical analysis of needs and specifies stakes.
- Defines the means and methods for completing them.
- Establishes investment budgets and controls budgets throughout the projects.
- Studies tenders and awards contracts to subcontractors.
- Manages facilities projects and related services, from design to roll-out.
- Supervises the construction site.
- Communicates with clients (internal and external).
- Prepares ready-for-start-up reviews.
- Prepares project documentation and operation manual.
Responsible for project design:
- Is responsible for the design work and technical support required for proposals and projects concerning facilities as well as related services.
- Develops specifications and technical standards for installing and implementing different projects on all the applicable equipment found under Larges Industries (L.I.) portfolio.
- Develops installation and start-up procedures on L.I. systems and related services.
- Supervises the preparation of plans and estimates.
- Determines the material and equipment to be used for the projects, in keeping with recognized technical standards, regulations and with project requirements.
- Establishes equipment specifications.
- Prepares tender requests.
- Makes a technical assessment of suppliers and contractors.
Develops L.I. services:
- Takes part in developing new technologies and services.
- Takes part in strategy development, support, control and coordination for customer installations.
Is responsible for negotiations:
- Negotiates with the suppliers of essential equipment.
- Prepares specifications and negotiates with contractors.
- Selects contractors for manufacturing and construction work.
Monitors activities:
- Monitors the various construction stages described in project schedules.
- Implements and coordinates work.
- Makes sure that the objectives are attained.
- Identifies contingencies and proposes adequate solutions.
- Makes sure that the work is done in keeping with schedules and budgets.
- Continually analyzes the quality/cost/time results in keeping with the objectives.
Safety/Quality/Environment:
- Makes sure that all of the elements of the projects satisfy health, environment, and safety standards.
- Performs all duties safely in keeping with policies.
- Makes safety and quality objectives known.
- Knows and respects all of the procedures in the Manuals.
Required Skills
- Oral and written communication skills
- Thorough knowledge of computers
- Bilingualism
- Good knowledge of cryogenic pumps, storage tanks, vaporizers, and compressors
- Good knowledge of ASME/ANSI, CSA, NFPA, and CGA standards and legislation concerning pressure vessels
- Good knowledge of the National Building Code

Education Requirements
- Bachelor's degree in Mechanical or Chemical Engineering (required)
- Member in good standing of the Ordre des Ingénieurs du Québec or of another Canadian engineering association (required)
Required Experience
- Minimum of 7 years in a relevant capacity within the industrial gases or related engineering sector
Work Environment / Physical Requirements
- Work in the office with fixed hours as baseline or in the field as required
