Description
IBSS Corporation is seeking an experienced Program Manager to support NOAA Ocean Exploration within the Office of Oceanic and Atmospheric Research (OAR). The Program Manager will provide leadership and oversight for the multidisciplinary IBSS team supporting NOAA Ocean Exploration. The position serves as the company's on-site representative responsible for contract team members, their assignments, company policy enforcement, and coordination of absences, leave, and telework with Government points of contact. The Program Manager will also work with OER leadership to provide general program and management support.
Key Responsibilities
- Manage the contractor team supporting NOAA Ocean Exploration and coordinate team-member assignments and activities.
- Serve as the company representative responsible for oversight of contract personnel, their assignments, company policy enforcement, and coordination of absences, leave, and telework with Government points of contact.
- Meet monthly with the Contracting Officer's Representative (COR) to discuss contract status, issues, resolutions, and future actions.
- Monitor contract performance, schedules, deliverables, and team activities to help ensure the timely delivery of required scientific, technical, and program-support services.
- Coordinate contract activities and address issues affecting technical performance, schedules, staffing, assignments, and service delivery
- Support risk management, strategic planning, records management, program effectiveness analysis, issue analysis, quality control, and coordination of program activities.
- Maintain appropriate program and personnel records and support required contract documentation, status reporting, and performance tracking.
- Coordinate with NOAA leadership, the COR, Technical Points of Contact (TPOCs), Division Chiefs, and Program Leads regarding contract performance and technical/program activities.
- Provide oversight across the multidisciplinary contract team supporting scientific, data, GIS, web, AI/ML, ROV, logistics, documentation, and other OER mission-support activities.
- Conduct quarterly reviews with OER Division Chiefs, the COR, and the Contracting Officer (CO) to discuss contract actions, tasks, invoicing, product quality, issues, and implemented solutions.
- Work with OER leadership to provide general program and management support.
Required Skills / Education / Certifications and Qualifications
- Minimum of eight (8) years of relevant experience.
- Directly related program management experience.
- Degree in Marine Science, Engineering, Biology, Oceanography, GIS, Remote Sensing, or a related field.
- Experience with risk management, strategic planning, records management, analysis of program effectiveness and operations, issue analysis, quality control, and program coordination.
- Demonstrated experience managing personnel, coordinating assignments, and overseeing program or contract activities.
- Strong written and verbal communication skills with the ability to communicate effectively with technical staff, management, and Government stakeholders.
- Demonstrated ability to manage multidisciplinary teams and coordinate technical and program activities across multiple functional areas.
- Ability to meet applicable Department of Commerce/NOAA personnel screening and security requirements.
- Ability to travel as required in support of NOAA Ocean Exploration activities.
Desired Skills
- Experience managing scientific, environmental, marine, oceanographic, or other technical professional-services teams.
- Prior experience supporting NOAA, the Department of Commerce, or another federal science organization.
- Experience managing multidisciplinary teams that include scientific, technical, data, web, GIS, AI/ML, logistics, or program-support personnel.
- Experience coordinating with federal CORs, technical points of contact, program managers, and other Government stakeholders.
- Experience supporting geographically distributed teams, field activities, or scientific operations.
- Familiarity with ocean, marine science, environmental science, or ocean-exploration programs.
