Zolon Tech Inc. (Zolon) supports the Department of Homeland Security (Client) Office of the Chief Information Officer (OCIO) on the Digital Application Support Services (DASS) program, which operates, maintains, and enhances Client digital platforms including the Homeland Security Information Network (HSIN), Web Content Management as a Service (WCMaaS), and the Federal Emergency Management Agency (FEMA) Digital Communication Platform. Zolon is seeking a Program Manager (Key Personnel) to serve as the single accountable point of contact to the Client Contracting Officer and Contracting Officer's Representative (COR) and lead all contractor work across the WCMaaS, HSIN, and FEMA workstreams.

Job Responsibilities:
Serve as the single point of contact to the Contracting Officer and COR for all contractor work performed on the DASS call order.
Provide overall leadership, direction, and accountability for the WCMaaS and HSIN core delivery teams and any Government-authorized surge resources.
Develop and maintain the Project Plan, schedules, and Business Continuity Plan using PMBOK, ITIL, CMMI, and Agile best practices.
Lead the Post Award Conference and deliver the monthly Program Management Review (PMR), including CLIN/SLIN-level financial status, forecast to actuals, risks, and staffing movement.
Oversee weekly progress reports, the monthly Resource Allocation Monthly Report (RAMR), budget burndown reporting, and all contract deliverables to ensure on-time, high-quality submission.
Manage contract ceilings, labor hours, and Other Direct Costs, ensuring no costs are incurred on optional surge SLINs or ODCs without Contracting Officer authorization.
Identify, track, and mitigate risks and issues; recommend corrective actions and communicate impacts to Government stakeholders.
Lead transition-in activities, including staffing, system access, GFE, and knowledge transfer, and assume full support responsibility within 30 days of award.
Recruit, onboard, and retain qualified staff, and manage Client suitability and Entry on Duty (EOD) processing for the team.
Coordinate with the PM Alternate, Zolon corporate functions, and Government stakeholders across OCIO, HSIN, and FEMA.

Required Qualifications:
Bachelor's degree in Information Technology, Computer Science, Business, or a related field.
Minimum of ten (10) years of IT project or program management experience, including at least five (5) years managing federal IT programs.
Demonstrated experience managing multi-team web, application, or platform operations and development programs using Agile methodologies.
Experience managing Time-and-Materials contracts, including CLIN/SLIN budget tracking, burn-rate forecasting, and ceiling management.
Experience preparing and briefing executive-level program reviews and status reports to Government customers.
Excellent written and verbal communication skills; able to read, write, speak, and understand English fluently.
Must complete Client Section 508 courses OFAC49 and FAC56 within 90 days of start and maintain them throughout performance.

Desired Qualifications:
Project Management Professional (PMP) certification.
Agile certification (e.g., PMI-ACP, SAFe, CSM/PSM) and ITIL Foundation.
Prior experience supporting Client, OCIO, HSIN, or FEMA programs.
Experience with Drupal-based web platforms and AWS GovCloud environments.

Location: Remote/telework, subject to Government approval. Primary Government work location is Client, Springfield, VA.
Schedule:Core hours 8:00 a.m. – 6:00 p.m. ET, Monday–Friday; must be reachable by the Government 8:00 a.m. – 6:00 p.m. ET and respond to technical issues within 2 hours.
Clearance: Client Public Trust (suitability/Entry on Duty). US Citizenship required. Ability to obtain and maintain Client Public Trust suitability.
