Position Overview
The Program Manager will be responsible for the overall delivery, execution, and performance of a federal technology program supporting OJP's environment. This individual will lead cross-functional technical and business teams, manage program schedules and deliverables, oversee risks and dependencies, and maintain strong relationships with government stakeholders.
The ideal candidate combines federal program delivery experience with a strong understanding of enterprise application development, systems integration, modernization, and government contract management.
Key Responsibilities
- Lead end-to-end program execution, ensuring delivery meets contractual requirements, performance objectives, schedules, and quality standards.
- Serve as the primary program-level point of contact for government stakeholders, coordinating priorities, deliverables, status reviews, and issue resolution.
- Manage cross-functional teams spanning software engineering, architecture, business analysis, quality assurance, cybersecurity, DevSecOps, and operations.
- Oversee program plans, milestones, resource allocation, staffing, budgets, risks, dependencies, and performance metrics.
- Monitor contract deliverables, service levels, project schedules, and quality measures; develop corrective action plans when required.
- Coordinate application modernization, systems integration, enhancements, maintenance, and operational support activities.
- Establish effective governance, reporting, change management, and continuous improvement processes.
- Identify delivery risks and proactively resolve technical, operational, staffing, and stakeholder issues.
- Ensure adherence to applicable federal security, privacy, accessibility, records management, and regulatory requirements.
- Collaborate with technical leadership to align delivery priorities with business objectives and the program's technology roadmap.
- Support contract administration, performance reporting, and communication with contracting and government program officials, as applicable.
Required Qualifications
- Bachelor's degree in information technology, Computer Science, Engineering, Business, or a related field; equivalent experience may be considered.
- 8+ years of experience managing IT programs or complex technology projects, preferably within the federal government.
- Demonstrated experience delivering enterprise application development, modernization, systems integration, or digital transformation initiatives.
- Experience managing multidisciplinary technical teams, schedules, budgets, risks, dependencies, and contractual deliverables.
- Strong understanding of Agile delivery methodologies, including Scrum and/or SAFe, and experience managing iterative software development.
- Experience working with federal government stakeholders, contract requirements, and formal program reporting.
- Excellent leadership, communication, stakeholder management, and problem-solving skills.
- Ability to manage competing priorities and drive accountability across distributed teams.
Preferred Qualifications
- Experience supporting DOJ, OJP, or other federal grant-management programs.
- Familiarity with grants-management platforms and their application, award, financial reporting, and performance reporting workflows.
- Experience with federal contracts, including subcontractor coordination, resource forecasting, deliverable acceptance, and performance metrics.
- PMP, PgMP, or another relevant program management certification.
- Experience with cloud-based applications, APIs, data platforms, cybersecurity, and DevSecOps.
- Familiarity with federal compliance requirements, including applicable NIST security controls and Section 508 accessibility.
What Success Looks Like
- Consistent delivery of contractual commitments and program milestones.
- Effective leadership of technical teams and government stakeholder relationships.
- Proactive management of program risks, resources, and delivery dependencies.
- High-quality, secure, and reliable technology services aligned with mission objectives.
