Duration: 1+ year
Besides the standard product owner experience the core areas that I have been focused on are:
- Public sector experience (e.g. having gone through the FedRAMP process or worked with a product that has)
- Discovery skills (evidence of being able to take a greenfield product through discovery and then begin feature development)
- Communication (we expect them to eventually grow to be the face of the product so being able to convey idea, concepts, and talk to the customer)
Location: The role is not technically onsite, but the person would need to be frequently onsite during the first 1β2 months and travel to the customer semi-frequently. Therefore, being located close to Norfolk, VA is important.
Main Responsibilities
Work Location : this role is based onsite at Norfolk, VA during Discovery
- Based onsite at the customer's site for an early discovery phase, to directly capture requirements and build the working relationship the role depends on for the rest of the engagement.
- Owns and maintains priority for the full product backlog, translating discovery findings into build-ready priorities that the platform Development Team executes against.
- Coordinates backlog sequencing across supporting workstreams (data integration, data migration, Looker dashboards) so priority calls reflect real cross-workstream dependencies, not just the platform in isolation.
- Responsible for ensuring the platform is architected and prioritized as a reusable asset for the broader defense shipbuilding supply chain, not just for the customer alone.
- Brings prior experience building and planning platforms intended for deployment and maintenance across multiple clients; this is treated as a hard prerequisite for the role given the platform's product ambitions.
- Leads the core workflow definition effort during an early discovery phase, redefining exactly how the Admin, Foreman, QC, and Technician role experiences will use the application.
- Owns definition of the platform's KPI Tracking Framework, translating the program's three presales KPI targets into a validated, trackable set of success measures agreed with the customer and Google.
- Engages directly with the customer to develop the long-term platform plan and understand evolving platform needs beyond the initial scope of work.
- Represents the platform's product direction in program governance, including the monthly steering committee and weekly working calls, alongside Google Public Sector and Navy stakeholder expectations.
Must-have
- 5β8+ years of Product Owner / Product Management experience, including backlog ownership at a program (not single-team) level
- Demonstrated experience building or planning a software platform intended for reuse and deployment across multiple clients
- Experience defining or refining KPI/measurement frameworks in partnership with a customer
- Experience gathering and translating multi-persona workflow requirements (e.g., distinct role-based experiences) into actionable backlog items
- Comfortable working onsite at a customer site for an extended discovery period
- US-person status, consistent with the CUI/FedRAMP High/IL4 access restrictions governing this engagement
- Experience in Department of Defense, Navy, or other federal/public-sector engagements
- Familiarity with Google Cloud Platform and Google Public Sector engagement models
- Exposure to AI-enabled or agentic platforms (RAG pipelines, AI agents)
- Manufacturing, shipbuilding, or industrial operations domain knowledge
- Experience coordinating governance across multiple concurrent delivery teams
